대학 구조개혁과 중앙정부, 지자체의 역할 : 라이즈(RISE) 체계 도입과 글로컬(Glocal) 대학 30 사업을 중심으로

Roles of Central Government & Local Governments in successfully Implementing RISE system and Glocal University 30 Project

본 연구는 학령인구 감소와 수도권 집중으로 존립 위기에 처한 한국의 지역 사회와 대학 문제를 해결하기 위해 윤석열 정부가 도입한 라이즈(RISE) 체계와 글로컬대학 30 사업의 실효성을 검토하는 데 목적이 있다. 연구진은 정책 연구 보고서, 관련 논문, 포럼 및 세미나 자료, 언론 보도 등 다양한 정책 자료에 대한 학습과 이에 대한 비판적 성찰을 하는 동시에, 현장에서 이들 정책의 영향을 받고 있는 대학 보직 교수와 정책과정 참여 전문가들과의 면담을 통해 정책 설계와 집행의 두 가지 측면에서 이들 정책의 타당성을 비판적으로 분석하였다. 연구 결과, RISE 체계와 글로컬대학 30 사업이 성공적으로 시행되기 위해서는 중앙정부와 지자체 간 명확한 역할 분담, 공정성에만 치우친 선정에서 벗어나 선정의 타당성과 체계적 성과 관리 체계 구축, 글로컬 대학 30 사업과 라이즈 체계의 연계가 필수적임을 확인하였다. 특히, 선택과 집중이라는 단순 논리에서 벗어나 지역 내 대학 간의 역할 분담과 협력을 강화하여 건전한 고등교육 생태계를 체계적으로 구축하는 것이 필요하며, 이를 뒷받침할 법적･제도적 지원과 재정 지원이 개별 대학의 특성화 발전에 도움이 되기 위한 개선 방안도 함께 제안되었다.

The purpose of this study is to examine the effectiveness of the RISE system and the Glocal University 30 project introduced by the Yoon administration. The researchers studied and critically reflected on various policy materials, including policy research reports, forum and seminar materials, and critically analyzed the validity of these policies from two perspectives: policy design and implementation, through interviews with university professors and experts involved in the policy process. The study found that a clear division of roles between the central and local governments, a shift away from selection based solely on fairness, the establishment of a systematic performance management system, and the linkage of the RISE system with the Glocal University 30 project are essential for the successful implementation of these policies. In particular, it is necessary to move away from the simple logic of selection and concentration, and to systematically build a healthy higher education ecosystem by strengthening role sharing and cooperation among universities in the region, and it was also suggested that legal and institutional support and financial support should be improved to help individual universities develop their specialisation.
