지역 및 학교 규모에 따른 고교학점제 학생 선택형 교육과정 편성･운영의 차이 분석

Differences in the Organization and Operation of Student-Selected Curriculum in High School Credit System by Region and School Size

본 연구의 목적은 고교학점제의 학생 선택형 교육과정이 지역 및 학교 여건에 따라 다르게 운영될 수 있음에 주목하여 지역 및 학교 규모별 선택형 교육과정 편성･운영의 차이를 실증적으로 분석하는 데 있다. 이를 위하여 17개 시･도교육청별로 고르게 표집한 68개교의 고교학점제 연구･준비학교를 대상으로 학생 선택형 교육과정 편성･운영 현황을 파악하였다. 아울러 해당 학교의 전체 교원과 학년별 1개 학급의 학생 및 학부모를 대상으로 고교학점제 교육과정에 대한 인식을 조사하였다. 설문 조사 결과에 대해 지역(대도시, 중소도시, 읍면지역) 및 학교 규모(20학급 이상, 20학급 미만)에 따른 차이 검증을 실시하였다. 연구 결과, 읍면지역과 소규모 학교는 선택 과목 학점 수나 과목 수가 상대적으로 적고, 고시 외 과목, 공동교육과정, 학교 자율교육과정의 운영 비율도 낮은 것으로 나타났다. 대도시 및 대규모 학교는 선택 과목의 학점 수가 증가하는 경향이 있으나, 중소도시에 비해 오히려 선택 과목 학점 수가 적은 경우도 나타났다. 구성원 인식의 경우, 개설된 과목에 대한 학부모의 만족도는 오히려 읍면지역과 소규모 학교에서 유의하게 높았으며, 고시 외 과목 및 공동교육과정의 효과와 교육과정 운영 지원 요구는 지역과 학교 규모에 따라 각기 다르게 인식되었다. 이러한 결과를 바탕으로 지역과 학교 간의 선택형 교육과정 편성･운영의 차이를 좁힐 수 있는 방안과 함께, 지역과 학교별로 지닌 고교학점제 운영상의 장단점을 고려하여 보다 세심한 지원 방안이 필요함을 제안하였다.

This study empirically analyzes the differences in organizing and operating student-centered curricula in high school credit systems based on region and school size. A survey of 68 designated high schools examined the status of curricula and the perceptions of school members. Results indicate that rural areas and smaller schools offer fewer elective credits and subjects, with low operational rates for non-national curriculum subjects and joint curricula. Conversely, larger cities and schools have seen an increase in elective credits, though some still offer fewer than medium and small cities. Parental satisfaction with subjects was higher in rural and smaller schools. Additionally, the effectiveness of non-national curriculum subjects and joint curricula was viewed as enhancing students’ choices and reducing disparities in rural areas, while in larger settings, it was seen as promoting student interests and differentiated instruction. The study concludes that support needs to vary by region and school size, and suggests tailored strategies to address disparities in curriculum organization and operation.
