This study explored focusing on the index perspective for the development of culture and arts education in the photography field. As many people encounter photography, their access to photography has become closer. It is a positive signal for photography and is also meaningful for culture and arts education. However, it cannot be denied that various distortions and transformation of photography have become possible. At this point, the enhancement of the unchanging index value of photography provides the basis for paying attention to the traces of individuals who are immersed in the process of photographic behavior rather than the fragmentary gaze that distinguished professionals and amateurs. Photography naturally became everyone's medium. In other words, it has become a condition for anyone to do art. It can be said that people who focus on individual fantasy and perform photographic actions consciously perform photographic actions. Photography in culture and arts education becomes a medium to move subjects to photographic moments. Photographic contexts create the tone of the times and lay the foundation for forming discourse through subsequent discussion and interpretation. This study encompasses the point where photographic media should consider in the future based on the characteristics of ‘photographic media’ itself rather than containing only the contents of the development of culture and arts education.
