Arts and Culture Education Instructors have established themselves as essential professionals in promoting cultural enjoyment and bridging cultural gaps in local communities. However, the current certification system, primarily focused on Level 2 certification, has limitations in maximizing its effectiveness and meeting field requirements. Particularly, as regional extinction and population decline emerge as serious social issues, the role of Arts and Culture Education Instructors should evolve beyond simple education to become a crucial strategic resource for community revitalization. The introduction of Level 1 certification is urgent, as it will contribute to deepening the expertise of instructors and strengthening local government-centered arts and cultural planning and implementation capabilities. This study analyzes the effectiveness of the Arts and Culture Education Instructor certification, identifies specific problems arising from the absence of Level 1 certification, and presents policy directions to address these issues. Notably, it emphasizes that the introduction of Level 1 certification can play a vital role in recovering community cohesion and sustainability through arts and cultural activities in collaboration with local governments in regions facing population extinction crisis. Additionally, it discusses how effectiveness and field utilization can be enhanced by proposing a collaborative model where Level 2 and Level 1 certificate holders work together in arts and cultural planning and implementation. These proposals will provide the institutional foundation necessary for Arts and Culture Education Instructors to establish themselves not merely as education providers but as key mediators leading cultural regeneration in local communities.
