지역사회 문제 해결을 위한 다중심적 거버넌스 적용 사례에 관한 연구 : 발산마을 도시재생사업을 중심으로

A Study on the Application of Polycentric Governance to Solve Community Problems: Focusing on Balsan Village Urban Regeneration Policy

본 연구는 다중심적 거버넌스(polycentric governance)가 지역사회 문제 해결에 적용된 한 사례를 공동생산(co-production)의 관점에서 분석함으로써 현대사회가 가지는 다양한 문제 해결 방식의 대안으로 다중심적 거버넌스 방식의 적합성을 탐구하고 지역사회 문제 해결에의 사회복지적 함의를 얻고자 한다. 본 연구의 사례로 발산마을 도시재생사업의 협력 과정을 공동생산 관점에서 ‘참여주체’와 ‘참여단계’를 중심으로 분석하고 각 공동생산 주체들이 어떠한 과정을 거쳐 참여하는지를 6가지의 공동생산 요소로 나누어 분석하였다. 발산마을 도시재생 사업보고서, 활동 기록, 언론 기사 등의 2차 자료를 수집하였고 발산마을 주민 대표자들과의 인터뷰를 통해 추가적으로 정보를 수집하였다. 분석 결과, 발산마을 사례는 다양한 주체가 적극적으로 도시재생 문제 해결 과정에 참여하여 정부의 지원이 중단된 후에도 마을공동체로서 지속되고 있는 다중심성 거버넌스로서 공동생산의 6가지 요소를 갖춘 우수한 사례로 확인되었다. 다중심적 거버넌스가 가지는 지역사회 문제 해결 방안으로서의 적합성을 확인하였다. 이를 바탕으로 한 실천적 제언으로 이용자 중심성의 강화, 사회적 자본 형성 및 커뮤니티 역량 강화, 지속가능한 복지체계 구축을 제안하였다.

This study examines polycentric governance as a potential solution to modern community challenges by focusing on the social implications of co-production. Using the Balsan Village Urban Regeneration Project as a case study, it analyzes the collaboration process by examining the “participating actors” and “stages of participation.” Each co-producer’s engagement was categorized into six co-production factors. Data were collected from project reports, activity records, media articles, and interviews with village representatives. The findings suggest that Balsan Village exemplifies polycentric governance, with active participation by diverse actors and sustained community involvement even after government support ended. The study confirms the suitability of polycentric governance as a solution to community problems. Based on these findings, practical suggestions were made to strengthen user-centeredness, build social capital and community capacity, and establish sustainable welfare systems.
