청소년 쉼터 유형별 협력네트워크 현황에 대한 탐색적 연구

Collaborative Network Structures in Youth Shelters: An Exploratory Study by Shelter Type

본 연구는 청소년쉼터의 사례관리에서 이루어지고 있는 외부 기관과의 협력네트워크의 현황을 살펴보는데 그 목적이 있다. 전국의 청소년쉼터의 사례관리 담당자 대표 1인에 대한 설문조사를 실시하였으며, 각 기관의 공공기관, 청소년 이용 및 생활시설, 그리고 보건의료관련 기관들과 지난 1년 동안 이루어진 연계 활동에 대해 조사하였다. 특히 본 연구에서는 청소년 쉼터의 유형에 따라 협력기관의 유형 등이 차이가 나는지를 살펴보았다. 연구 결과, 쉼터 유형에 따라 협력 네트워크의 특성이 뚜렷이 구분되었다. 일시 쉼터는 가출 청소년의 발굴과 보호를 목표로 공공행정 기관과의 협력 빈도가 높았으며, 단기 및 중장기 쉼터는 다양한 복지 및 의료 지원이 필요하여 청소년 상담복지센터, 자립지원관, 병원과의 연계가 활발하게 이루어졌다. 본 연구는 쉼터 유형별 특성과 이에 맞는 네트워크 구축의 필요성을 강조하며, 향후 청소년 쉼터의 네트워크 활성화를 위한 기초 자료를 제공하였다.

This study aims to assess the collaborative networks in youth shelters' case management with external organizations. A survey was conducted with a representative from each youth shelter nationwide, analyzing collaboration activities over the past year with public institutions, youth facilities, and healthcare organizations. The study focused on whether collaborative network structures varied by shelter type. Findings revealed distinct characteristics based on shelter type: temporary shelters frequently collaborated with public agencies to identify and protect runaway youth, while short and long-term shelters prioritized collaboration with counseling centers, welfare services, and healthcare providers for broader support needs. This study underscores the need for tailored networks based on shelter type and offers foundational data for enhancing youth shelter networks in the future.
