한국 개발 NGO의 세계시민교육 운영과 시사점: 월드비전 세계시민학교 사례를 중심으로

Operations and Implications of Global Citizenship Education in South Korean Development NGOs: A Case Study of World Vision’s Global Citizenship School

이 연구는 한국 개발 NGO의 국내 세계시민교육 운영과 성과를 분석하는 데 초점을 두었다. 그동안 한국의 개발 NGO는 유네스코와 함께 세계시민교육에 적극적으로 참여해 왔으나, 어떻게 운영해 왔는지에 대해서는 잘 알려지지 않았다. 이에 본 연구는 한국의 대표적인 개발 NGO이자 세계시민교육을 선도해온 월드비전의 사례를 중심으로, 개발 NGO의 세계시민교육 운영 방식을 체계적으로 분석하였다. 연구 결과 첫째, 학교 공교육의 제도권을 통해 세계시민교육을 양적으로 확산시켰다. 둘째, 세계시민교육의 핵심요소가 균형 있게 들어간 양질의 교육 콘텐츠를 개발하였다. 셋째, 기관의 전담인력과 안정된 시스템을 구축하여 세계시민교육의 전문성을 확보하였다. 넷째, 세계시민교육 강사양성과 보수교육을 통해 이들을 세계시민교육의 파트너이자 실천가로 양성하였다.

This study examines the operations and outcomes of global citizenship education (GCE) by South Korean development NGOs, focusing on World Vision. While NGOs have actively engaged in GCE with UNESCO, their specific methods and contributions are underexplored. This research highlights four key outcomes. First, World Vision expanded GCE by integrating it into public education. Second, it developed quality content incorporating core GCE elements. Third, it ensured professionalism through dedicated staff and stable systems. Lastly, it trained and supported instructors as practitioners and partners in GCE.
