키프로스 분단극복 평화교육: 다문화적 평화공존 사회를 향한 교육

Peace Education to Overcome Division in Cyprus: Towards Education for Peace ᛫ Coexistence in the Multicultural Society

본고는 분단국가 키프로스가 분단의 역사적 상흔을 치유하면서 미래지향적인 평화공존 체제를 유지하기 위해 어떠한 평화교육을 지향하며 실천하고 있는지를 문헌연구와 현장연구를 통해 탐구한 결과이다. 한반도 분단과 달리 이념과 체제 기반의 분단이라기보다는 인종적, 종교문화적 갈등 기반의 키프로스 분단은, 특히 영국 식민지하에서 분리통치의 폐해가 분리주의적 교육과 종교에 의해 뒤엉킨 채 독립 후에도 종파분리주의적 폭력적 대치의 역사가 심화되다가 급기야 분단이라는 파국을 맞이한 결과이다. 1974년 분단 이후 키프로스공화국에서는 역사적 트라우마를 극복하고 세계시민으로 더불어 살아갈 역량을 기르는 다문화 평화공존 교육을 강조하며 정부와 시민사회, EU, UN 및 해외 평화기구들이 협력하고 있다. 이같이 글로벌 보편성과 키프로스 분단의 특수성이 조화된 키프로스의 다문화 평화공존 교육은 분단 체제를 감내할 수밖에 없는 분쟁국들의 분단극복 평화교육 방향 설정에 상당한 시사점을 준다.

My paper puts its emphasis on exploring the peace education for overcoming division in Cyprus, which maintains the future-oriented system of peace and coexistence and makes healing of the historical trauma inherited from the suffering division through the methodology of literature review and field research. The Cypriot division is resulted from a kind of ethnic and religious differences, free from the ideology-based differences in the Korean Peninsula. It is a consequence of what the evils of ‘divide and rule’ strategy of UK Colonialism reinforced the community division between the Greek and the Turk through education and the faiths, seriously impacted on the separatist clashes between them after independence and extremely terminated to the civil war in 1974. Ever since, in the Republic of Cyprus the multicultural education for peace and coexistence has been implemented in the schools in order to develop the competences for overcoming the historical trauma and living together with neighbors as global citizens with the strong support and cooperation of civil societies, EU, UN and overseas peace advocates. The Cypriot model of education for peace, coexistence and cultural diversity which connects the Cypriot particularity and global universality may influence on developing peace education for overcoming division in the divided conflicting societies towards the peaceful coexistence between the hostile communities.
