순환 학교장 제도에 관한 사례 연구: 미국 소규모 벽지 학교를 중심으로

A Case Study on the Rotational Principal System: Small Rural Schools in the US

연구목적: 본 연구는 한국 농촌 지역의 소규모 학교가 겪고 있는 학생 수 감소와 관련된 문제를 해결하기 위한 대안적 소규모 학교 운영 모델을 탐색하는 데 목적이 있다. 특히, 한국과 유사한 환경에서 운영되는 미국 벽지 학교를 대상으로 하여, 해당 지역에서 시행되고 있는 순환 학교장 제도를 분석함으로써 한국소규모 학교의 행정 업무 효율화 및 교사의 수업 전문성 향상을 위한 정책적 시사점을 도출하고자 한다. 연구방법: 미국 벽지 학교의 순환학교장 제도를 사례 연구로 분석한다. 이를 위하여 관련 학교장 및 교사들과 개별 면담을 실시하였고, 이들 참가자들의 경험을 바탕으로 순환학교장 중심의 학교운영 모델의 효용성을 평가한다. 연구결과: 미국 벽지 학교에서 순환 학교장 제도는 행정 인력 자원이 부족한 소규모 학교의 문제를 보완할 수 있는 중요한 대안임을 확인하였다. 이 제도는 학교들이 행정적 지원을 주기적으로 받을 수 있도록 함으로써, 행정 지원의 공백 문제를 해결하고 인력 부족 문제를 완화하는 데 기여하고 있었다. 논의 및 결론: 순환 학교장 제도는 한국 농촌 지역의 소규모 학교에서도 행정인력 문제를 해결할 수 있는 실질적인 대안으로 기능할 수 있다. 학교 통폐합과 같은 단기적 해결책보다, 소규모 학교의 특수성을 고려한 학교 운영 대안 모델을 도입하여 소규모 학교의 안정적인 교육과정을 보장하는 것이 바람직하다.

Purpose: This study aims to explore alternative administration models to address issues related to declining student enrollment in rural small schools of South Korea. In particular, it seeks to derive policy implications for addressing educational administration issues in small rural schools by analyzing the rotational principal system implemented in U.S. rural schools operating in environments similar to Korea. Methods: The study employs a case study analysis of the rotational principal system in rural U.S. schools. Individual interviews were conducted with relevant principals and teachers, evaluating the effectiveness of school operations centered on rotational principals model based on the participants' experiences. Results: The study found that the rotational principal system serves as a significant alternative in addressing the challenges of limited resources in small rural schools. By allowing schools to receive regular administrative support, this system contributed to resolving leadership gaps, alleviating staff shortages, and improving students’ academic achievements. Discussion and Conclusion: The rotational principal system could function as a practical solution to resolve administration issues in small rural schools in South Korea. Rather than short-term solutions such as school mergers, it is essential to ensure the sustainability of school operations by introducing alternative administration models that consider the unique characteristics of small schools in rural areas.
