학교 밖 교육의 공공성 확장을 위한 탐색적 연구

An Exploratory Study for Out-of-School Education from The Perspective of Educational Publicness

이 연구는 학교 밖 교육에 대한 기존 논의를 바탕으로, 학교 밖 교육에서 교육 공공성 관점의 확장 가능성과 방향성을 탐색하였다. 연구의 목적을 달성하기 위하여 현행 학교 밖 교육의 공공성을 교육의 기회, 과정, 결과 측면에서의 분석하고, 교육의 3주체인 교사, 학생, 학부모가 경험한 학교 밖 교육을 교육 공공성의 측면에서 탐색하였다. 연구결과, 첫째, 교육의 기회 측면에서, 학교 재적여부에 따라 교육에 대한 접근 기회의 폭에 상당한 차이가 있었다. 둘째, 학교 밖 교육은 교육 과정에서 학습자가 경험하는 내용과 방법의 전문성을 보장할 제도적 장치가 부재하여, 공교육 체제에 편입되지 못하는 원인을 제공하고 있었다. 셋째, 교육의 결과 측면에서 다양한 경로를 통하여 학습자가 획득한 학습경험에 대한 인정은 교육을 제공하는 주체와 학습자의 특성에 따라 차별적으로 이루어지고 있었다. 본 연구를 통해 교육 공공성 강화를 위해 학교교육과 학교 밖 교육에 대한 종래의 이분법적 시각에서 벗어날 필요가 있으며, 교육하는 주체보다는 학습하는 주체를 중심에 두고 이들이 언제 어디에서든 학습할 수 있는 가능성을 열어두는 제도적 유연함이 필요하다는 사실을 제안하였다.

This study explored the re-conceptualization of out-of-school education from the perspective of educational publicity, aiming to expand the discourse on the public nature of education beyond traditional school settings and examine the differing experiences of out-of-school education among various student groups. The research analyzed educational equality, curriculum universality, and outcome integration by comparing the out-of-school education experiences of school-attending students and non-attending adolescents, and evaluated the implications of expanding educational boundaries beyond schools. Results The study identified the need for new frameworks to support education both inside and outside school, found systematic differences in out-of-school education experiences as public education boundaries extended, and emphasized the necessity of transcending the traditional dichotomy between school and out-of-school education. Conclusions The findings suggest that expanding educational publicity requires breaking away from the conventional separation of school and out-of-school education, and highlight the need for institutional flexibility to facilitate seamless learner transitions between different educational environments.
