남북 교류ㆍ협력 시기 통일교육의 새로운 실천을 위한 비판적 실행연구: 통일교육원의 ‘찾아가는 학교통일교육’을 중심으로

A Critical Action Research for Unification Education in Inter-Korean Exchange and Cooperation Period

2018년, 남북은 세 차례에 걸친 정상회담과 더불어 평창 동계올림픽 단일팀 결성, 남북평화 협력기원 남측예술단 평양공연, 이산가족상봉행사, 공동경비구역 무장해제 등의 사업을 진행하며 남북 교류ㆍ협력의 시대로 진입했다. 그러나 통일 미래세대를 기르는 통일교육은 여전히 안보를 바탕으로 하는 교육지체 현상에 머물러 있다. 따라서 통일교육원의 ‘찾아가는 학교통일교육’은 어떠한 의미와 한계점을 가지는지 검토하고, 남북ㆍ교류 협력시기의 통일교육의 새로운 실천 방향을 비판적 실행연구로 탐구하고자 하였다. 이에 대한 결과로 평화학 및 평화교육 기반의 통일교육이 요청됨을 밝혔으며, 그 실천을 위해 적대자상 해체, ‘인간안보’ 개념으로의 전환, 경쟁이 아닌 공존의 가치 지향, 사실관계의 명확한 검토 등이 수반됐다. 향후 통일교육은 평화학을 기반으로 남북의 갈등을 해결할 수 있는 ‘사람의 통일’을 지향해야 할 것이다. In 2018, the two Koreas held three inter-Korean summits. The two Koreas entered the era of exchange and cooperation by forming a single team in the Pyeongchang Winter Olympic Games, South Korean troupe performing in Pyongyang, the reunion of separated families and the disarmament of the joint security zone. But Unification Education still remains in a state of educational delay based on security. Therefore, I would like to examine what meaning and limitations the ‘School Unification Education’ has and look for a new direction of practice. So, I did critical action research. As a result, it was revealed that unification education based on peace studies and peace education was demanded. For this practice, it is necessary to disassemble the antagonist, convert to the concept of 'human security,' value orientation of coexistence rather than competition, accurate review of facts. In the future, unification education should aim for 'unification of people' that can solve the conflict between North and South based on peace studies.
