교육민심 연구를 위한 탐색적 시론

An Exploratory Scheme for the Study of Public Minds in Education

본 연구는 ‘교육민심’에 대한 연구관심을 촉구하기 위해 작성한 교육민심 연구에 대한 시론적 구상이다. 민주교육을 지향하는 연구라면 ‘교육민심’에 대한 관심은 필수이다. 변화하는 교육민심에 대해서도 비교육적이라며 비판하는 자세보다는 그런 변화에 공교육이 대응해야 할 방법을 찾는 자세가 더 중요하다. 교육민심 연구에 임하는 자세는 국민 및 학부모에 대한 긍정적이고 객관적인 이해를 바탕으로 해야 한다. 교육민심에 관한 연구의 첫 번째 영역은 ‘교육민심을 파악하는 연구’이다. 복잡미묘한 교육민심을 다양한 자료에서 추출·정제하는 과정은 ‘발굴(mining)’이다. 교육민심에 대해 계기민심, 표층민심, 심층민심으로 다층적 접근이 필요하며, 다학문적 관점을 적용해서 심층적으로 파악해야 한다. 그 결과는 ‘교육민심 종합상황 보고서(가칭)’와 교육민심지도를 주기적으로 작성하여 관리할 필요가 있다. 두 번째 연구영역으로 ‘교육민심을 반영하는 연구’이다. 어떤 주제의 연구를 하든 해당 주제와 관련 있는 국민의 감성과 생각, 행동을 존중하며 반영하면서 연구하는 것이다. 교육현상 중에서 교육민심과 더 밀접하게 관련이 있는 현상을 선정하여 교육전문가 입장만이 아니라 교육민심의 입장도 교차시켜 가며 분석한다. 세 번째 연구영역으로 ‘교육민심을 조사·관리·반영하는 시스템 연구’이다. 이 영역은 민심주체의 참여 시스템에 대한 연구가 중심이며, 나아가 교육민심에 대한 데이터 조사 및 관리 시스템에 대한 연구까지 포함한다. 이상 세 방향의 연구가 모두 중요하며, 한 연구가 가진 한계점을 다른 방향에서의 연구가 보완해 줄 수 있을 것이다. 교육민심을 연구하여 교육정책 및 학교 운영에서 반영한다는 말에는 3가지 주요 의미가 담겨 있다. 첫째 대중의 관점에서의 교육인식도 교육지식적 가치를 인정한다는 의미이다. 둘째 교육민심의 주체(학생·학부모)를 다른 주체(운영 주체인 교육자나 설립 주체인 국가)와 대등하게 인정하고 대등한 교육참여를 인정한다는 의미이다. 셋째 교육민심의 반영은 국가의 국민에 대한 교육책무성을 수행한다는 의미이다. 이런 의미를 갖는 교육민심 연구는 교육지식의 민주성을 확보하는 데 기여할 수 있다. 교육지식의 형성에서 특히 민심 주체의 관심과 생각을 중요하게 인식하고 논의하는 것은 국민중심 교육지식으로 향하여 발전하는 길이다.

The third research area is 'system research on investigating, managing and reflecting public minds on education'. This area focuses on the study of the participation system of public minds subjects, and further includes research on data survey and management systems on public sentiment in education. All three directions of research are important, and research from the other can compensate for the limitations of one study. The phrase “studying public minds on education and reflecting it in education policy and school management” has three main meanings. First, the public's perception of education also means recognizing the value of educational knowledge. Second, it means recognizing the subjects of public minds in education (students and parents) on an equal footing with other entities (educators who operate the program and the state that establishes them) and recognizing their equal participation in education. Third, the reflection of the people's minds on education means that the state carries out its educational responsibility to the people. In this sense, the study of public minds in education can contribute to securing the democratization of educational knowledge. In the formation of educational knowledge, recognizing and discussing the interests and ideas of the people is the way to develop toward people-centered educational knowledge.
