유엔참전용사 및 참전국과의 기억과 연대를 위한 플랫폼 구축

Building a Platform for Memory and Solidarity with UN Veterans and Countries That Fought in the Korean War

국가보훈은 1950년대 전쟁의 피해로 인한 군경에 대한 단순한 물질적 지원 차원의 원호에서 시작하여 2000년대 들어서 보훈 속에 담겨 있는 숭고한 희생정신을 사회적 가치로 공유하고 역사적 기억의 상징으로 삼아 국가의 정체성과 국민통합의 정신적 토대를 마련하는 데 중점을 뒀다. 이를 위해 보훈기념행사, 명예선양 및 정신계승사업, 현충시설관리·활용 등 호국보훈정신을 함양하기 위한 사업이나 활동들을 정부차원에서 추진해 왔다. 국민을 대상으로 호국보훈정신을 함양하기 위해서는 정부만의 노력으로는 한계가 있어 정무부문과 민간영역에 위임하거나 거버넌스 구축을 통해 상호보완적으로 협력하는 노력을 이어왔다. 이는 전 국민의 호국안보와 나라사랑 의식의 확산을 통해 국민통합이라는 궁극적 목표를 이룰 수 있는 근간을 마련해 왔다. 이제는 국가를 위해 희생한 국가유공자를 도와주는 보훈의 전통적인 역할을 선진국의 위상에 맞도록 확대해야 한다. 보훈은 국제무대에서 외교적인 차원에서도 선도적 역할을 해낼 수 있다. 6.25전쟁 때 우리를 도와줬던 16개 참전국에 보답하는 강력한 보훈외교를 통해 국제사회에서 우리 국격을 높일 수 있는 정책을 펼쳐야 할 것이다. 본 연구의 목적은 이런 문제의식을 바탕으로 6.25 전쟁 유엔참전국의 기억과 연대의 플랫폼을 구축하기 위한 탐색에 있다. 이를 위해 2장에서는 플랫폼의 정의와 역할 등 이론적 논의를 하고, 3장에서는 현재의 유엔참전국과의 교류 현황을 살펴보고, 4장에서는 보훈외교의 고도화를 위해 네트워크 플랫폼 구축을 모색했다.

The purpose of this study is to explore international cooperation and veterans' diplomacy, focusing on Ethiopia, a representative underdeveloped country among the U.N. participating countries in the Korean War. To this end, theoretical discussions were conducted, including the concept of veterans' diplomacy and three issues of veterans' diplomacy, and the history and overview of Ethiopia, the background and process of participating in the Korean War, and the process of establishing diplomatic relations between the two countries were examined. In the conclusion, the direction of international cooperation and veteran diplomacy between the two countries was presented. In other words, from the perspective of veterans diplomacy, international cooperation with Ethiopia should be centered on contents such as honor promotion, ODA and exchange cooperation, defense cooperation, and digital archiving of UN veterans. 2023 marks the 70th anniversary of the Korean War. Korea is laying the foundation for economic and cultural development under stable security conditions through the armistice and the Korea-U.S. alliance.
