사회통합을 위한 통일과 북한이탈주민에 대한 사회적 담론 연구: 언론 빅데이터 중심으로

A Study of Social Discourse of Integration for Social Cohesion between Unification and North Korean Defector: Focusing on Media Big Data

본 연구의 목적은 통일과 북한이탈주민에 대한 사회적 담론의 변화를 성찰하여 사회통합의 방향성 탐색을 목적으로 한다. 연구의 수행을 위해 언론 빅데이터인 빅카인즈를 통해 국내 언론 보도에 나타난 2010년부터 2024년까지 ‘통일’과 ‘탈북민’ 키워드를 중심으로 언론보도를 분석하였으며, 연구 결과, ‘통일’ 및 ‘북한이탈주민’에 관련된 언론보도의 경향은 ‘통일’ 관련 이슈가 ‘북한이탈주민’에 비해 더 높은 빈도로 나타났으며 전반적인 언론 보도 내용의 변화에서 ‘통일’ 관련 보도가 점차 감소하고 ‘북한이탈주민’ 보도가 증가하는 특성을 보이고 있다. ‘통일’에 관한 언론 보도는 2010년부터 2015년까지 국제사회, 한반도 시대, 한미 관계 등으로 나타났고, 2015년부터 2020년에는 북한의 핵 이슈가 특징적으로 제기되었으며, 2020년에서 2024년 까지는 국제사회 및 남북 관계의 긴장이 나타났다. 또한 ‘북한이탈주민’ 관련 언론보도는 2010년부터 2020년까지 국제사회에서 강제북송 탈북민 문제가 나타났으며, 2015년부터 2024년 이후 북한인권 문제가 다루어지고 있는 특징이 나타났다. 이에 증거 기반 정책(evidence-based policy)으로 북한이탈주민에 대한 인권보호 및 통일 이슈에 관한 국민적 공감대 형성 및 통일교육 개선에 의한 사회통합 방안을 모색하였다.

The purpose of this study is to analyze the changes in social awareness of the peaceful unification between South Korea and North Korea, and North Korean defectors using media big data and to present the basis and direction for unification education. To conduct this study, media reports were extracted and analyzed focusing on the keywords ‘unification’ and ‘North Korean defectors’ from 2010 to 2024 through Big Kinds, a media big data. In the result, the frequency of media exposure related to the unification of North and South Korea and North Korean defectors was higher for unification-related issues than for North Korean defectors, but the overall trend showed that reports related to North Korean defectors gradually increased over time. Through analysis of keywords on unification, the keywords from 2010 to 2015 were the international community, the Korean Peninsula era, and the relationship between South Korea and U.S.. From 2015 to 2020, North Korea's nuclear issue was characteristically raised, and from 2020 to 2024, tensions in the international community and inter-Korean relations emerged. In addition, media reports related to ‘North Korean defectors’ showed that the issue of forcibly repatriated North Korean defectors appeared in the international community from 2010 to 2020, and the issue of North Korean human rights was covered from 2015 to 2024. Accordingly, as an evidence-based policy, we sought ways to protect the human rights of North Korean defectors, form a national consensus on unification issues, and improve social integration by improving unification education.
