평생학습마을 만들기를 통한 비영리민간단체의 성장과정 연구 : 평생교육실천협의회를 중심으로

A Study on the Growing Process of a Non-Profit Private Organization : A Case of the Educator’s Coalition for Lifelong Education

본 연구에서는 교육 관련 비영리민간단체 자체와 그 성장과정에 주목한 연구가 빠진 고리에 해당한다고 판단하고, 평생교육실천협의회(이하 “평실협”)를 사례로 하여 이에 관한 연구를 진행하였다. 평실협의 아카이브가 체계적으로 관리되어서 이미 많은 자료가 축적되어 있었으므로 본 연구에서는 회장, 사무국장과의 면담을 통해 추가적인 자료를 확보하였고, 평실협의 역사, 문제의식과 역할, 성장기제를 드러내는 분석을 하였다. 평실협의 역사는 ‘평생교육으로 사업 수탁을 시도하는 시기’, ‘평생교육으로 마을 변화를 시도하는 시기’, ‘평생교육으로 지역 융합을 시도하는 시기’로 구분하여 기술하였다. 평실협은 평생학습마을 만들기 사업에서 공간과 관계와 문화에 관한 문제의식을 가지고 있었고, 마을성을 중시하는 공간 만들기와 주체성을 중시하는 관계 만들기와 공동체성을 중시하는 문화만들기에 주력하였다. 마지막으로, 평실협의 성장 기제는 체계적인 기획과 실행 및 자료관리, 공동체 리더십 함양 및 증진, 그리고 교육적 감식력 향상과 유목하는 존재성 유지에 있는 것으로 분석되었다. 평실협은 평생학습마을 만들기 사업에 관한 자료의 보고(寶庫)로서 계속 다양한 접근으로 연구할 가치가 있으며, 평실협을 플랫폼 삼아 공동체 리더십 육성을 더 강화할 필요가 있다. In this study, we found that non-profit private organization and the research that focused on its growth process are the missing links, and we conducted a study on this with the Educator’s Coalition for lifelong education(hereinafter referred to the “ECLE”) as an example. Since the archives of ECLE were systematically managed and a large amount of data has already been accumulated, additional data in this study were obtained through interviews with the President and the Director of the Secretariat, and an analysis was made that reveal the history, the sense of problems and roles, and the mechanisms of growth of ECLE. The history of ECLE was divided into “a period of attempting to entrust business with lifelong education,”, “a period of attempting to transform villages through lifelong education”, and “a period of attempting convergence in a region with lifelong education”. In the project of making a lifelong learning village, ECLE has a sense of the problem of space, relationships, and culture, and focused on making a community culture that links shared spaces with subjective relationships. Finally, the growth mechanisms of the ECLE were analyzed as being in systematic planning and implementation and data management, in the cultivation and promotion of community leadership, and the improvement of educational sensitivities and the maintenance of a nomadic presence. As a treasure house of the work of making lifelong learning villages, it is worth continuing to study in a variety of approaches, and it is necessary to use ECLE as a platform to further strengthen the cultivation of community leadership.
