발달장애인 평생계획 수립을 위한 모임 운영 이야기

A Story on the Experience of Operation of the Gathering for the Establishment of Lifelong Plan for People with Developmental Disabilities

이 연구의 목적은 발달장애인의 자립을 위한 부모의 노력에 대한 이해이며, 부모에게는 평생계획 필요성 인식 및 수립을 위한 실천이다. 발달장애인 부모가 평생계획을 수립하고자 함에 있어 어떠한 어려움을 겪는지와 향후 정책적 지원 방향에서 어떠한 개선이 필요하고 어떠한 정책적 지원을 바라는지 알아보고자 한다. 연구자는 발달장애인 자립에 대한 현실을 이해하기 위해 7명의 연구 참여자들과 모임을 진행하였고 이 과정에서 부모의 장애 자녀 자립을 위한 욕구와 현실과 이상의 괴리감, 정부의 지원 없이 부모의 사후를 대비한다는 것에서의 낮은 자기효능감과 무력감, 현실적 한계를 이야기하였다. 부모 간의 교류를 통한 정보 공유, 지역사회 자원 조사, 다른 지역 사례 등을 이야기하며 현실적 한계를 벗어나기 위한 부모의 노력을 이야기했다. 연구자는 연구 참여자들이 공유한 그들의 과거와 현재, 미래를 함께 살며 더 나은 미래를 위한 현실의 발걸음을 하나의 흐름으로 재구성하였다. 본 연구를 통해 발달장애인 부모들은 ‘부모에게 있어서 장애 자녀의 돌봄은 무엇이며, 어떠한 대책이 있으며, 무엇을 어떻게 준비해야 하는가?’ 하는 끊임없는 질문을 통해 현실과 이상의 괴리감을 줄이고 ‘모임’을 통해 현실에 대한 이해와 부모 간의 연대감을 가지고 성장하고 있음을 보여주었다. The purpose of this study is to understand the efforts of parents for self-reliance of people with developmental disabilities. We would like to find out what difficulties parents with developmental disabilities face in establishing lifelong plans, what improvements are needed and what policy support they hope for their children with disabilities's future direction of policy support. The researcher held a meeting with five participants who is parents with developmental disabilities to understand the reality of self-reliance of the people with developmental disabilities and talked about the low self-efficacy, helplessness, and practical limitations of preparing for parents' death without government support. We talked about sharing information through exchanges between parents, researching community resources, and cases in other regions, and talking about parents' efforts to escape practical limitations. The researcher reconstructed the steps of reality for a better future by living together in their past, present, and future shared by the participants. Through this study, parents with developmental disabilities showed that they are growing with an understanding of reality and a sense of solidarity between parents through “gathering” by constantly asking, “What is the care of children with disabilities?, what policies do we have now?, what measures do we need?, and what should we prepare?”
