A Study on Improving the Quality of Reserve Forces and Strengthening Communication with the Public

The purpose of this article is to consider ways to efficiently utilize and expand the operation of reserve forces, which are essential for achieving elite reserve forces faced by our soldiers due to changes in the internal and external security environment and reductions in military manpower due to rapid population decline. Considering the reduction of military manpower due to rapid population decline and the restructuring of the military structure centered on cutting-edge science and technology, it is no longer possible to wage war in the form of reserve forces supplementing the efficient conduct of war centered on the standing army. Thus, in order to elite the reserve force, through ‘Defense Innovation 4.0’, scientific equipment utilizing the 4th Industrial Revolution technology and AI manned/unmanned complex system will be used to replace insufficient manpower, and for efficient reserve force training, the quality of scientific reserve force training grounds will continue to be improved. must be promoted. Ultimately, our military must provide practical reserve force training and prepare for various conflicts and security threats by reinforcing weapons systems, modernizing power support systems, equipment and supplies.

이 논문의 주요 목적은 인구급감에 따른 군 인력 감축으로 인해 우리 군인 직면한 예비전력의 정예화 달성을 위해서 필수적인 예비군의 효율적 활용을 위한 대국민 인식과 소통의 중요성에 대해 고찰해봄에 있다. 국내외 현재와 미래의 안보위협에 대비하고 인구급감에 따른 군 인력 감축과 첨단과학기술 중심의 군 구조 개편 등을 고려해 볼 때, 상비군 중심의 효율적 전쟁 수행에 예비군이 보완하는 형태의 전쟁 수행은 어려울 것이다. 또 상비군 감소는 예비군 인력의 감소에도 큰 영향을 미친다. 따라서 예비전력 정예화를 위해서 ‘국방혁신 4.0’을 통해 4차 산업혁명 기술을 활용한 과학화 장비와 AI 유․무인 복합체계를 이용해서 부족한 인력을 대체하고 효율적 예비군 훈련을 위해서 과학화예비군 훈련장 질적 개선을 지속적으로 추진해야 한다. 동시에 동원훈련에 참여하는 예비군의 보상비 인상, 무기체계 보강과 전력지원체계와 물자의 현대화를 꾸준히 추진해야 한다. 결과적으로 이러한 예비군의 실전적 훈련을 전개와 보상비 인상 등 예비전력 정예화를 위해서 대국민 인식 전환과 소통이 매우 중요할 것이다.
