‘조직 간 협력체제’를 활용한 ‘H지역혁신플랫폼사업’의 사례 분석*

A Case Analysis of the H Regional Innovation Platform Project

이 논문의 목적은 ‘조직 간 협력체제’를 활용한 ‘H지역혁신플랫폼’의 특성을 규명하고 지도부의 인식을 종합적으로 이해하는 데 있다. 연구방법으로는 문헌분석과 1기/2기 지도부 10명을 대상으로 한 반구조화 면담법을 활용했다. 연구결과, H지역혁신플랫폼의 특성은 ‘조직 간 관계’ 유형 중 ‘다자관계기반 혼합형 지배구조’로 규정할 수 있으며, 협력체제의 유형은 ‘모호성과 개별성이 중첩된 재정의존적 성향’을 보여주었다. 지도부 대상 면담결과 확인된 특별한 주제는 ‘경제적 측면에서 지역사회에 대한 비관적 인식’과 ‘H지역혁신플랫폼에 대한 부정적 경험 및 정체성 혼란’을 들 수 있다. H지역혁신플랫폼에 대한 지도부의 인식은 네 가지 범주로 나눠 제시했는데, 대표 주제는 ‘목적구성: 이상과 현실 간 간극 커’, ‘지배구조: 협력체제의 복잡성과 모호성 중첩’, ‘재정구조: 예산배분과 운영의 불합리’, ‘성과관리: 기계적 수용과 재량권 활용의 이중성’ 등이다. 연구결과는 현장기반, 당사자 중심, 협력체제를 활용한 지역혁신플랫폼사업에 대한 구조적 차원(대학재정지원사업)의 이해와 교육부 사업에 대응하는 지자체/대학의 입장을 종합적으로 파악할 수 있는 경험적 자료의 가치를 확인해주고 있다. 논의 및 결론에서는 이 연구가 지닌 경험적 가치를 제시하고, 대학재정지원정책에서 일반지원의 수용과 확대를 강조했다.

The purpose of this paper is to identify the characteristics of the H Regional Innovatio Platform project utilizing an inter-organizational cooperation system and to comprehensively understand the perceptions of its leadership. The research methods employed were a literature review and semi-structured interviews with ten members of the leadership. The findings indicated that the H Regional Innovation Platform can be classified as a multi-relational mixed governance structure among the types of inter-organizational relationships. This type of cooperation system exhibited a fiscally dependent tendency with overlapping ambiguity and individuality. The interviews with the leadership revealed two notable themes: a pessimistic perception of the local community from an economic perspective, and negative experiences and identity confusion regarding the H Regional Innovation Platform. The leadership’s perception was categorized into four main themes ― goal setting, governance structure, financial structure, and performance management ― presented in detail. The findings confirm the value of empirical data in a comprehensive understanding of the structural dimension of the regional innovation platform project and the position of local governments and universities in response to the Ministry of Education project. In the discussion and conclusion, this study emphasizes its empirical value and highlights the importance of adopting and expanding general support in university financial support policies.
