일본의 지역소멸 위기와 교육정책 : 산촌 유학을 중심으로

Japan's Regional Decline and Educational Policy : Focusing on Study Programs in Mountain Villages

이 연구는 일본의 지역소멸 문제와 그에 대한 교육의 대응 방안을 연구과제로 설정하고 이에 대해 살펴보았다. 연구 내용으로서 일본에서의 지역소멸의 원인과 현황을 분석하고, 교육이 어떻게 대응해 나가고 있는지 구체적인 방안에 대해 농촌 지역의 중심 교육정책의 하나인 산촌 유학을 중심으로 검토하였다. 연구 결과, 일본 지역소멸의 원인은 첫째, 절대적인 인구 감소와 더불어 고령화사회로의 전환을 들 수 있다. 둘째, 동경 등 사람들의 대도시로의 집중화 즉 도시 자체가 사람들을 흡입하는 요인과 지방 경제의 침체와 일자리의 부족으로 인한 지역의 배출요인이 종합적으로 작용하고 있음을 알 수 있다. 지역 활성화를 위한 대안적인 교육정책으로서 일본의 산촌 유학의 분석 결과 한국의 농촌 유학의 가능성을 제시할 수 있다. 산촌 유학의 추진에 있어서 농촌의 과소화 요인을 해결하기 위한 수단으로서 보다는 자연친화적이며 생태적이고 교육적인 차원에서 접근하는 것의 중요성이 드러났다. 따라서 한국의 농촌 유학이 활성화되기 위해서는 인간 성장의 교육적 관점의 접목이 중요하다. 또한 소규모학교를 살리는 차원을 넘어 도시와 농촌의 상생의 차원까지 나아가는 전략 수립이 필요하다.

本研究は、日本の地域消滅問題とそれに対する教育の対応策を研究課題として設定し、それについて考察した。研究内容として、日本における地域消滅の原因と現状を分析し、教育がどのように対応していくのか具体的な方策について、農村地域の中心的な教育政策の一つである山村留学を中心に検討した。研究の結果、日本の地域消滅の原因としては、第一に絶対的な人口減少とともに高齢化社会への転換が挙げられる。第二に、東京など人々の大都市への集中化、すなわち都市自体が人々を吸入する要因と地方経済の沈滞と働き口の不足による地域の排出要因が総合的に作用していることがわかる。地域活性化のための代案的な教育政策として、日本の山村留学の分析結果、韓国の農村留学の可能性を提示することができる。山村留学の推進において農村の過疎化要因を解決するための手段としてより,自然親和的で生態的で教育的な次元から接近することの重要性が明らかになった。したがって、韓国の農村留学が活性化するためには、人間成長の教育的観点の融合が重要である。また、小規模学校を生かす次元を越え、都市と農村の共生の次元まで進む戦略樹立が必要である。 This study examines the issue of regional decline in Japan and explores educational countermeasures aimed at addressing it. To this end, it analyzes the causes and current status of regional decline in Japan and evaluates how education, particularly study programs in mountain villages, has been implemented as key policy for revitalizing rural areas. The findings indicate that regional decline in Japan is primarily driven by two factors. First, the country is experiencing an absolute population decline alongside a transition to an aging society. Second, large cities such as Tokyo attract populations through centripetal forces, while rural areas face stagnation due to economic decline and job shortages, exacerbating the outflow of residents. As an alternative educational policy for regional revitalization, Japan’s mountain village study programs offer insights into the potential for similar initiatives in Korea. The study highlights the importance of adopting a nature-friendly, ecological, and educational approach, rather than merely trying to counter rural depopulation. To successfully implement rural study programs in Korea, it is crucial to integrate an educational perspective centered on human development. Moreover, strategies should extend beyond merely sustaining small schools and instead promote long-term urban-rural coexistence.
