보건안보 위협과 관련된 국내 대응체계 및 군 지원방안: 생물테러를 중심으로

Public Health Security Threats and Domestic Response System with Military Support Measures: Focusing on Bioterrorism

현대사회에서 비전통적 안보의 중요성이 부각되고 최근 코로나19 팬데믹과 같은 감염병 유행으로 보건안보가 주요 안보 이슈로 떠오른 가운데 본 연구는 보건안보의 위해 요소 중 하나인 생물테러에 대한 국내 대응체계를 분석하고, 생물테러 발생 시 군(軍)의 지원방안을 구체적으로 제시하였다. 이에 전 세계적으로 발생한 군사적 위협 이외의 다양한 국가적 사건들을 바탕으로 안보 개념의 변화를 고찰하고 생물테러의 정의와 특성을 분석하였다. 현대 생물테러는 과학기술의 급속한 발전으로 인해 비전문가도 생물학무기 제작이 가능해졌으며, 21세기 들어 증가하는 자생테러의 가능성과 대한민국의 지정학적 특성상 북한의 테러 위협이 맞물리며 그 심각성이 더욱 부각되고 있다. 이에 본 연구는 국내 생물테러 대응체계를 면밀히 검토하고, 효과적인 대응을 위한 군(軍)의 역할과 지원방안을 모색하였다. 생물테러의 특성인 광범위 피해를 조기에 대응하기 위해 군은 지원에 대비하기 위해 테러 발생 시점부터 지자체와 신속한 상황 공유를 해야 하며, 이러한 지원을 위해 군 내부적인 교육의 강화 및 거점 지역별로 대응 가능한 인원의 상시 준비 태세가 요구된다.

With the importance of non-traditional security becoming more prominent in modern society and the recent outbreak of infectious diseases like the COVID-19 pandemic emerging as major security issues, this study analyzed the domestic response system to bioterrorism, one of the risk factors for health security, and proposed specific military support measures in the event of bioterrorism. By examining global events beyond military threats, the study considered changes in the concept of security and analyzed the definition and characteristics of bioterrorism. Due to rapid advancements in science and technology, modern bioterrorism enables even non-experts to create biological weapons. The increasing likelihood of domestic terrorism in the 21st century, combined with North Korea's terrorism threat due to South Korea's geopolitical conditions, highlights its severity. Thus, this study thoroughly reviewed the domestic bioterrorism response system and explored the military's role and support measures for an effective response. To address the widespread impact of bioterrorism promptly, the military needs to share situations quickly with local governments from the time of an attack. For this purpose, strengthening internal military education and maintaining a constant readiness of personnel capable of responding in key regional bases is essential.
