교육발전특구 추진과정에 나타난 일반행정과 교육행정 간 의사결정과정 분석

Analyzing the Decision-Making Process Between Local Government and District Education Office on the Implementation Process of Special Zone for Educational Development

본 연구는 지방 소도시 A를 사례로 하여 교육발전특구 추진 과정에서 일반행정(지방자치단체)과 교육행정(교육지원청) 간의 의사결정 과정과 협력 양상을 심층적으로 분석하였다. 본 연구는 정부간 관계(IGR) 이론을 적용하여, 교육발전특구의 공모 준비 단계에서부터 실행 계획 수립, 그리고 사업 평가에 이르기까지 나타난 협력과 갈등의 주요 양상을 체계적으로 분석하였다. 연구 결과, 첫째, 정책의 주도권은 지방자치단체가 중심이 되었으나, 교육지원청과의 협력 부족으로 인해 정책의 일관성과 효과성이 저하되었다. 둘째, 협력적 거버넌스의 부재로 인해 세부 과업과 자원 배분에서 명확한 조정이 이루어지지 않아 정책 추진의 효율성을 저해하였다. 셋째, 책임 소재가 명확하지 않아 양 기관 간 신뢰가 약화되었고, 이는 주민과 교육 공동체의 기대와 실제 성과 간의 괴리를 야기하였다. 이러한 분석 결과를 기반으로 본 연구는 협력적 거버넌스를 구축하기 위한 제도적 개선 방안으로 초기 단계에서의 명확한 역할 분담, 협의체 운영의 법적 기반 마련, 그리고 양측의 목표를 조정할 수 있는 중립적 기구 설립을 제안하였다.

This study analyzes the decision-making processes and collaboration between local government (municipality) and the district education office in the implementation of the Special Zone for Educational Development, focusing on a small city, A. The initiative aimed to enhance regional public education and stimulate the local economy through tailored educational innovations. However, the process revealed significant challenges, such as conflicts over leadership, difficulties in coordination, and unclear responsibility assignments. Utilizing the Intergovernmental Relations (IGR) framework, this study systematically examines various aspects of collaboration and conflict that emerged during the policy implementation process. Based on these findings, institutional recommendations are proposed to establish cooperative governance. This analysis provides practical and academic implications for strengthening the linkages between local autonomy and educational autonomy while enhancing the effectiveness of regional education policies.
