돌봄 국가책임제가 유치원 교사에게 남긴 과제: 직무에 대한 교사의 이해와 어려움을 중심으로

Challenges faced by kindergarten teachers due to strengthened center-based care policies: Focused on understanding and difficulties of kindergarten teachers' duties

정부는 저출생 문제 해결을 위해 2013년 유아교육과 보육에 대한 국가 완전 책임제를 발표한 이래, 유아교육기관 중심의 돌봄 국가 책임 강화 정책을 시행해오고 있다. 유아교육기관들은 이러한 정책 속에서 돌봄 기능이 확대되고 공공성이 강화되는 등 크고 작은 변화를 겪었다. 이 같은 변화 속 교사들에게 필요한 지원 방안을 모색하기 위해 본 연구에서는 유치원 교사들과의 일대일 면담을 통해 교사들의 주요 직무인 교육·보호·행정에 대한 이해와 어려움을 살펴보았다. 연구결과, 교사들은 교육 관련 직무를 수행하는 데 가정과의 역할 분배라는 측면에서 혼란과 어려움을 겪고 있었으며, 보호 관련 직무를 수행하는 데 있어 늘어나는 책임과 함께 실제적인 업무량의 증가로 역할 갈등을 경험하고 있었다. 행정 관련 직무를 수행하는 데에는 교육과 연관성이 적다고 판단되는 행정업무들이 늘어났다고 인식하며 시간부족을 호소했다. 이상의 결과를 토대로 다음과 같은 결론을 내릴 수 있다. 가정과 함께 또 다른 오후 돌봄의 주체로 떠오르는 방과후 과정 교사와 담임 교사들이 어떻게 역할을 분배 및 소통할 것인지, 단체생활 시간이 길어지는 유아들을 어떠한 방식으로 지도를 해야 할 것인지 등에 대한 고민과 지원이 필요하다. 아울러 추가적인 인력 지원과 더불어 늘어나는 교사의 책임에 준하는 업무 경감 및 권한 확대의 제도적 지원이 필요하다.

This study investigates the challenges faced by kindergarten teachers under the strengthened state responsibility for child care policies in Korea. Based on in-depth interviews with kindergarten teachers, the study examines their understanding and difficulties related to educational, caregiving, and administrative duties The results reveal that teachers experience confusion and difficulties in balancing roles with families, increased responsibilities and workloads in caregiving, and a surge in administrative tasks that are often perceived as irrelevant to educational goals Based on these findings, the study suggests institutional support such as role clarification, communication enhancement with after-school teachers, and administrative workload reduction, along with expanded teacher authority.
