발달장애인 정책과 지원인력은 동반 성장하고 있는가? : 지원인력의 인적자원 개발 정책 현안과 과제

Are Policies and Support Personnel for Individuals with Developmental Disabilities Growing Together? : Current Issues and Challenges in Human Resource Development Policies for Support Personnel

최근 발달장애인을 위한 제도가 확대됨에 따라 지원인력의 전문성이 중요한 요소로 부각되고 있다. 본 연구는 Cooper 등(2004)의 다차원 정책분석 모형을 적용하여 규범적, 구조적, 구성적, 기술적 차원에서 발달장애인 지원인력의 인적자원 개발 정책의 현황을 분석하고, 주요 특징과 현안을 도출하였다. 본 연구는 분석 결과에 기초하여 지원인력에 대한 인적자원 개발 정책의 방향을 통합성, 체계성, 전문성, 연계성 측면에서 제안하였다. 그리고 국가가 중장기적으로 수행해야 할 정책과제로 인적자원 개발 정책의 전달체계 구축, 지원 수준에 따른 서비스 제공 자격 체계화, 역량 기반의 교육과정 개발, 경력개발체계 구축, 통합적인 인력 운영에 대한 법적 근거 마련 등을 제시하였다.

With the recent expansion of policies for individuals with developmental disabilities, the professionalization of support personnel has emerged as a crucial factor. This study applies the multidimensional policy analysis model of Cooper et al. (2004) to examine the current status of human resource development policies for support personnel from the normative, structural, constitutive, and technical perspectives. The study identifies key characteristics and issues in the field. Based on the analysis results, this study proposes policy directions for the development of human resources for support personnel in terms of integration, systematization, professionalism, and connectivity. Furthermore, it suggests mid-to long-term policy tasks for the government, including the establishment of a policy delivery system, systematization of service provision qualifications based on support levels, development of competency-based curriculum, establishment of a career development system, and legal foundations for the integrated management of personnel.
