‘공교육 보완’ 수단으로서의 EBS 기능에 대한 비판적 검토: EBS 과외 정책의 역사적 전개를 중심으로

A Critical Analysis of Educational Broadcasting System(EBS)’s Functions as ‘Public Education Supplementation’: Focusing on historical-sociological approach to EBS tutoring policies

본 연구는 공교육과 사교육 간 모호성을 담고 있는 EBS 정책의 역사적 전개를 살펴봄으로써 ‘공교육 보완’ 역할이 기대된 EBS의 변화 과정을 비판적으로 검토하고자 하였다. 이에 특정 교육정책과 함께 EBS에 변화가 가해졌던 1980년, 1989년, 1997년, 2004년, 2010년의 다섯 개 시점을 중심으로 신문 기사, 정부 문헌 및 보도자료, 한국교육개발원 연구보고서, 한국교육방송공사의 선행연구 자료를 분석하였다. 분석 결과, 각 시기 정부는 사교육비 절감으로 국민적 지지를 얻어야 한다는 정치적 필요의 흐름 속에서 EBS를 적극 활용했고, EBS의 공교육 보완 역할은 공교육 내실화의 의미를 담지 못한 채 형성되었다. EBS는 공교육 보완 역할의 의미를 곱씹어 볼 새도 없이 급한 불을 끄기 위해 현장에 투입되면서, 점차 공교육과 사교육 간 경계를 허물어갔다. 다른 한편, 전인교육을 지향하는 학교교육과 입시준비교육이 분리되어 작동하고 있던 딜레마적 상황에서 공교육 내실화를 통한 사교육비 경감은 실상 EBS의 역할이 될 수 없었다. 반면, EBS를 활용한 공적 과외는 학교교육을 입시준비교육에 종속시키지 않으면서도 입시준비교육을 사교육에 내맡기지 않을 수 있는 획기적인 해결책이었다. 결국 EBS의 공교육 보완이라는 역할은 중요한 정치적 이슈 속에서 불만의 열기를 잠재우기 위한 해열제로 기능했고, 우리는 공교육 정상화의 딜레마에 대한 근본적 해결 없이 지금까지도 EBS라는 해열제를 놓지 못하고 있는 것이다.

This study aims to explore the formation process of EBS’s role in “supplementing public education” by examining the historical development of EBS policies, which lie at the intersection of public and shadow education. To this end, five critical time points—1980, 1989, 1997, 2004, and 2010—were selected, during which EBS underwent significant changes in conjunction with specific education policies. Data were collected and analyzed from newspaper articles, government documents, research reports published by the Korea Educational Development Institute(KEDI), and selected prior studies conducted by the Korea Educational Broadcasting System(EBS). The analysis reveals that, successive governments have actively utilized EBS to address the political necessity of gaining public support by reducing private education expenditures. Consequently, the supplementary role of EBS in public education has been shaped without effectively contributing to the substantive enhancement of public education. Rather, EBS was rapidly implemented as an emergency measure, leaving little room for a deeper reflection on its role in supplementing public education, while progressively eroding the distinction between public and private education. Meanwhile, in a system where school education emphasizing holistic development and exam preparation education operated separately, reducing private education costs through the strengthening of public education proved infeasible for EBS. Instead, leveraging EBS as a public alternative to private tutoring emerged as an innovative solution, one that avoided subordinating school education to exam preparation while curbing the reliance on private education. Ultimately, the role of EBS in supplementing public education has functioned as a palliative measure to quell public dissatisfaction over key political issues. Moreover, without addressing the fundamental dilemmas surrounding the normalization of public education, society continues to cling to EBS as a temporary remedy.
