Analysis of Differences in Tasks, Personnel, and Outcomes by Type of School Support Specialized Organization

연구목적: 시·도교육청별로 다양하게 운영되는 학교지원 전담조직을 조직유형에 따라 구분하고, 조직유형에 따른 과업과 구성원, 성과의 차이를 분석하여 학교지원기능 강화를 위한 조직구조 운영 방향을 탐색하였다. 연구방법: 계선적 집권형, 계선적 분권형, 전문적 집권형, 전문적 분권형으로 조직유형이 구분되는 7개 시·도교육청의 학교지원 전담조직을 대상으로 설문조사를 실시하고, 일원분산분석 및 사후검증을 통해 학교지원 전담조직의 조직유형에 따른 과업과 구성원, 성과에 관한 차이를 분석하였다. 연구결과: 첫째, 과업 전체는 통계적으로 유의한 차이가 나타나지 않았다. 다만 세부 영역별로 살펴보면 명확성과 표준화는 통계적으로 유의한 차이가 나타났고, 업무협력은 여전히 통계적으로 유의한 차이가 나타나지 않았다. 둘째, 구성원 전체에 대한 차이를 분석한 결과 통계적으로 유의한 차이가 나타나지 않았고, 세부 영역별 분석 결과에서도 통계적으로 유의한 차이가 나타나지 않았다. 셋째, 성과 전체에 대한 차이를 분석한 결과 전문적 집권형, 계선적 집권형, 전문적 분권형 순으로 유의하게 높게 나타났다. 논의 및 결론: 학교지원기능 강화를 위한 조직구조 운영 방향으로 첫째, 본청에 학교지원기능을 총괄하는 총괄부서를 설치할 필요가 있고, 둘째, 교육지원청에 학교지원기능을 통합적으로 수행하는 센터 형태의 조직을 설치할 필요가 있음을 제언하였다.

Purpose: This study was to classify school support organizations, which are operated diversely across municipal and provincial education offices, based on their organizational types. The research aims to analyze the differences in tasks, personnel, and outcomes among these organizational types. The goal was to identify effective organizational structures for strengthening school support functions. Method: A survey was conducted on school support organizations in seven municipal and provincial education offices, categorized into hierarchical centralized, hierarchical decentralized, professional centralized, and professional decentralized organizational types. The study analyzed the differences in tasks, personnel, and outcomes using one-way ANOVA and post-hoc tests. Results: First, no statistically significant differences were found in the overall tasks. However, sub-area, clarity, and standardization showed statistically significant differences, while task cooperation still did not show any statistically significant differences. Second, there were no statistically significant differences in overall personnel characteristics or in sub-area analyses. Third, the professional centralized type demonstrated the highest level of effectiveness, followed by the hierarchical centralized and professional decentralized types. Conclusion: Based on these findings, the study suggests the following directions for enhancing school support functions: First, a central department should be established at the main office to oversee and coordinate school support functions. Second, a center-type organization should be established at education support offices to comprehensively perform school support functions.
