‘지역밀착형’으로 일하는 종합사회복지관 실무자의 사례관리 실천 경험에 관한 탐색 -서울시 지역밀착형 사업 참여기관을 중심으로-

Exploratory Study on Case Management Practices of Social Welfare Center Practitioners Working with ‘Community-Centered’ Approach -Focusing on Participating Institutions in the Seoul Community-Based Project-

본 연구는 지역밀착형으로 일하는 종합사회복지관 실무자들이 사례관리를 실천하며 어떤 경험을 하고 있는지를 탐색하고, 더 나은 실천을 위해 필요한 변화를 알아보기 위한 목적으로 수행하였다. 질적연구를 통해 확인된 핵심 연구질문 ‘지역밀착형 사업에서의 사례관리 실천 경험’과 ‘지역밀착형 사업에서 더 나은 사례관리 실천을 위해 필요한 변화’에 대해 각각 ‘주민의 전 생애를 같이 걷기 위해 찾아가는, 우리 기관만의 사례관리’, ‘복지관 존재 가치에 따라 사례관리를 실천하고자 하는 실무자들의 진심과 노력에 대한 공감’이라는 소주제가 드러났다. 연구결과에 따라 사례관리 실천 본질에 대한 현장교육 강화, 업무부담 완화와 주력사업 집중을 위한 일부 사업의 분리 및 전문화, 지역밀착형 사례관리 평가방식의 유연성 제고, 다양한 형태의 운영방식에 허용적인 제도 개선 등을 제안하였다.

This study aims to explore how general social welfare center practitioners working with a community-centered approach implement case management and identify necessary changes for better practices. The core research questions—“Case management practice experiences in community-centered welfare projects” and “Changes needed for improved case management in community-centered welfare projects”—revealed two sub-themes: “Our institution’s unique case management approach, reaching out to walk alongside clients throughout their lives” and “Empathizing with the sincerity and dedication of practitioners striving to implement case management based on the value of social welfare centers.” Based on the findings, this study suggests strengthening on-site training on the essence of case management practice, choosing and focusing on what they can do the best from different tasks and projects, increasing flexibility in the case management evaluation method for community-based practices, and improving policies to allow diverse and flexible operational autonomy.
