한국과 호주의 영유아교육기관 평가 지표 비교 연구: 구조적 질, 과정적 질을 중심으로

A comparative study on evaluation indicators of early childhood education institutions in Korea and Australia: Focusing on structural quality and process quality

본 연구는 한국의 유치원 평가, 어린이집 평가제, 호주의 NQS 평가 지표를 구조적 질과 과 정적 질로 나누어 비교·분석해보고자 하였다. 이를 위해 OECD TALIS 국제 유아교원 조사 의 설문 항목을 재구성한 선행연구를 바탕으로 영유아교육기관의 구조적 질과 과정적 질에 대한 평가 지표 내용을 범주화하여 분석하였다. 본 연구 결과를 살펴보면 첫째, 한국 유치 원은 구조적 질, 한국 어린이집은 과정적 질이 높은 비율로 나타났고, 호주의 NQS는 구조 적 질과 과정적 질이 동일한 비율로 나타났다. 둘째, 구조적 질을 하위 주제별로 분석한 결 과, 한국 유치원 평가와 어린이집 평가제는 건강과 안전 영역, 호주의 NQS는 운영관리가 가장 높은 비율로 나타났다. 셋째, 과정적 질을 하위 주제별로 분석한 결과, 한국 유치원 평 가는 교육과정, 한국의 어린이집 평가제와 호주의 NQS는 교사-아동 상호작용이 가장 높은 비율로 나타났다. 본 연구는 유보통합으로 변화될 한국의 영유아교육기관의 질을 높이기 위한 평가 지표 마련 시 구조적 질과 과정적 질의 세부 항목 구성 방향 및 평가 지표 마련에 시사점을 제공하였다는데 의의가 있다.

This study compares and analyzes the evaluation indicators of Korean kindergartens and daycare centers with those of early childhood education institutions in Australia, offering insights for the development of more comprehensive evaluation criteria in Korea. To achieve this, the study developed an analytical framework based on the TALIS Starting Strong framework and other relevant studies, categorizing and examining structural quality and process quality. The key findings are as follows: First, structural quality was more emphasized in Korean kindergartens, whereas process quality received great attention in Korean daycare centers. In contrast, Australia’s National Quality Standard (NQS) presented a balanced focus on both structural and process quality. Second, within structural quality, health and safety held the highest proportion in both Korean kindergartens and daycare centers, while operational management was the most prominent area in Australia. Third, regarding process quality, curriculum was the primary focus in Korean kindergartens, whereas teacher-child interaction was prioritized in both Korean daycare centers and Australia’s NQS. Based on these findings, this study underscores the importance of developing evaluation indicators in Korea that more holistically address both structural and process quality, particularly in light of the planned integration of kindergartens and daycare centers.
