커뮤니티 케어 정착을 위한 주거복지 전달체계 연구 : 돌봄통합지원법 및 주거복지 법제 중심으로

A Study on the Housing Welfare Delivery System for Establishing Community Care : Focusing on the Integrated Care Support Act and Housing Welfare Legislation

이 연구는 초고령 사회에 대응하는 커뮤니티 케어의 핵심인 지역사회 통합돌봄 대 상자의 주거기반 서비스 전달체계의 개선을 목적으로 한다. 정부는 2018년 지역사회 통합돌봄 정책을 시행하여 지역사회 내 재가복지 접근을 위한 케어안심주택 건립 등 지역 특성을 반영한 주거 기반의 커뮤니티 케어 모델 개발을 추진중이며 2024년 돌봄통합지원법 제정에 따라 보건복지의료, 요양, 돌봄 부문의 연계에 의한 생애 전반의 통합적 돌봄서비스 제공을 강조하고 있다. 커뮤니티 케어는 살고 있는 곳에서 누구나 사회적 돌봄 서비스를 제공받을 수 있도록 지원하는 정책이므로 주거에 기반한 통합돌봄 서비스의 분절을 예방하고 접근성 확보를 위하여 돌봄 약자의 주거권 보장 및 돌봄 전달체계와 주거복지 전달체계의 연계와 통합적 운영이 필요하다. 이에 통합적 케어의 효율적 제공과 커뮤니티 케어의 정착을 위하여 주거약자 및 돌봄약자를 위한 주거복지 전달체계의 개선 방안을 제시하였다.

This study aims to improve the housing-based service delivery system for community-based integrated care recipients, which is a key aspect of community care in response to a super-aged society. Since 2018, the government has been implementing a community-based integrated care policy, promoting the development of housing-based community care models tailored to regional characteristics, such as the establishment of Care Assurance Housing to enhance access to home-based welfare services. With the enactment of the Integrated Care Support Act in 2024, the government has emphasized the provision of comprehensive lifelong care services through the integration of health, welfare, medical care, and long-term care. As community care ensures that individuals can receive social care services in their place of residence, it is essential to prevent service fragmentation and improve accessibility by guaranteeing the housing rights of vulnerable care recipients and integrating the care delivery system with the housing welfare delivery system. To achieve efficient integrated care provision and establish a sustainable community care system, this study proposes improvements to the housing welfare delivery system for vulnerable populations, including those in need of care and housing support.
