A Study on Reducing Policy Accessibility Gaps and Support Strategies Based on the Status of Migrant Families

본 연구는 이주민 가족의 체류자격에 따른 위계적인 정책 접근성 격차를 해소하고 이주민 가족 정주화를 원활히 할 수 있는 지원방안을 모색하는 데 목적이 있다. 이를 위해 국내의 이주민 가족 현황과 해외의 정책 사례를 파악하고, 이주민 가족과 관련된 주요 법제들을 분석하였다. 또한 이주민 가족 지원 현장의 실무자들을 대상으로 면접을 실시하여 이주민 가족 지원 정책 및 사업의 현황과 한계들을 파악하고, 정책적 제언을 도출하였다. 관련 법제들을 분석한 결과 이주민 가족 관련 법제들은 전반적으로 이주민 가족에 대한 처우가 미흡하고, 체류자격에 따라 처우 수준의 차이가 큰 것으로 분석되었다. 또한 실무자 인터뷰를 통해 가족 단위 이주민 정책의 부재와 이주민 가족을 위한 실효성 있는 정책과 통합적인 전달체계의 필요성, 이주민 정책의 패러다임 전환 등의 주제들이 도출되었다. 본 연구 결과를 토대로 이주민 가족의 정책 접근성 개선을 위한 함의를 제시하였다.

This study aims to explore support strategies to alleviate the hierarchical disparities in policy accessibility based on the residency status of migrant families and to facilitate their stable settlement. To achieve this, the study examines the current status of migrant families in Korea, reviews international policy cases, and analyzes key legal frameworks related to migrant families. Additionally, in-depth interviews were conducted with practitioners in the field of migrant family support to identify the current state and limitations of related policies and programs, leading to policy recommendations. The legal analysis revealed that overall legal provisions for migrant families remain inadequate and that significant disparities exist in treatment based on residency status. Furthermore, interviews with practitioners highlighted issues such as the absence of family-based migrant policies, the need for effective policies and an integrated service delivery system, and the necessity of a paradigm shift in migrant policies. Based on these findings, this study presents implications for improving policy accessibility for migrant families.
