도입 중인 학교, 미처 닿지 않은 지원: IB 후보 및 인증학교 지원을 위한 32개 정책 제언

In Progress but Undersupported: 32 Policy Recommendations for Supporting IB Candidate and Authorized Schools

연구목적: 본 연구의 목적은 국내 IB 후보학교 및 인증학교 소속 교사들이 IB 교육의 실행 과정에서 직면하는 다양한 어려움을 해소하기 위한 제도적⋅실천적 지원 방안을 제안하는 데 있다. 연구방법: 시⋅도교육청별 IB 학교 운영 및 지원 현황에 대한 공식 문서를 분석하고, 지속적으로 제공되어야 할 지원책과 추가적으로 요구되는 지원 요소들을 도출하기 위해 사고 발화 방법(think aloud method)과 외부 전문가 자문 내용을 활용하였다. 연구결과: 분석 결과를 토대로 재정 지원, 인사 및 행정 지원, 시⋅도교육청 간 협업 기반의 지원 세 가지 영역으로 구분하여 총 32개의 정책 지원 방안을 제시하였다. 또한 결론부에서는 향후 지속 가능한 IB 학교 운영을 위한 후속 정책 방향에 대한 제언을 덧붙였다. 학술적 기여: 본 연구는 정책 제언 논문으로서, 현장의 요구와 상황을 반영한 실질적인 지원 방안을 다각도로 제시하였다는 점에서 정책 실천력 제고에 기여할 수 있다. 더불어, 향후 학술적 논의의 기반이 될 수 있는 탐색적 연구로서의 의의도 갖는다.

Purpose: This study aims to propose institutional and practical support strategies to help teachers at IB World Schools and candidate schools overcome various challenges they face in the implementation of IB programmes in South Korea. Methods: The research team analyzed official documents from metropolitan and provincial offices of education regarding the current status of IB school operations and support. To identify both the support mechanisms that should be sustained and the additional needs in the field, a collaborative inquiry was conducted using the think-aloud approach. Results: Based on the analysis, a total of 32 policy recommendations were proposed across three domains: financial support, personnel and administrative support, and inter-provincial collaboration. The conclusion also offers suggestions for future policy directions to ensure the sustainable implementation of IB schools in South Korea. Contributions: As a study aimed at providing policy recommendations, this research contributes to enhancing the practicality of policy implementation by presenting multifaceted support measures grounded in the realities and needs of the field. Furthermore, it holds significance as an exploratory study that lays the foundation for future academic discourse of the implementation of IB programmes in South Korea.
