예술사업 수행자의 개념 재정립과 미래사회를 위한 변혁적 역량 탐색

Redefining the Concept of Arts Project implementers and Exploring Transformative Competencies for the Future Society

최근 문화예술사업은 인공지능과 디지털 기술의 융합, 관객 참여형 콘텐츠의 확산, 사회적 가치 실현에 대한 요구 증가 등으로 급격한 전환기를 맞이하고 있다. 이러한 변화는 예술의 공공성과 실천적 의미를 다시금 조명하며, 예술사업 수행자의 정체성과 역할에 대한 재정립을 요구하고 있다. 본 연구는 예술사업 수행자를 단순한 기획, 행정 인력이 아닌, 실천적 리더이자 복합적 역할을 수행하는 주체로 보고, 이들이 갖추어야 할 핵심역량 구조를 탐색하였다. 이를 위해 OECD DeSeCo 프로젝트의 ‘변혁적 역량(Transformative Competency)’ 이론을 분석 틀로 삼고, 미국 국립예술기금(NEA)의 Creative Placemaking 사례를 질적 사례연구 방식으로 실증 분석하였다. 연구를 통해 도출된 시사점은, 수행자는 단일한 직무 역할을 넘어서 예술가, 기획자, 교육자, 중재자, 연구자 등으로 전이 가능한 다중 실천 주체로 기능하며, 감성지능, 미적 판단력, 문화적 감수성, 창의적 기획력, 협업 조정력 등 융합형 역량이 요구됨을 확인하였다. 이러한 역량은 고정된 기능 항목이 아니라 내적, 외적 요소가 유기적으로 연결된 횡단적 구조로 나타났으며, 변화하는 예술 생태계에서 수행자는 창의적 실천을 이끄는 핵심 행위자이자 사회적 가치 실현에 기여할 수 있는 전략적 주체로서 역량을 체계적으로 강화해 나가야 함을 제안한다.

Recent cultural and arts projects are undergoing rapid transformation driven by the convergence of AI and digital technologies, the rise of participatory content, and increasing demand for social value. These shifts call for a redefinition of the identity and role of arts project implementers, highlighting the need for renewed attention to the public and practical nature of the arts. This study views implementers not as mere administrative staff but as practical leaders who perform multiple, complex roles. Using the OECD DeSeCo framework of Transformative Competency and a qualitative case analysis of the U.S. National Endowment for the Arts Creative Placemaking program, the study examines the competency structure required of implementers. Findings suggest that implementers function as transferable multi-role practitioners-artists, planners, educators, mediators, and researchers and require integrative competencies such as emotional intelligence, aesthetic judgment, cultural sensitivity, creative planning, and collaboration skills. These are not fixed skill sets but cross-dimensional capacities that link internal and external domains. The study proposes that implementers, as key agents of creative practice, must strategically strengthen these competencies to lead change and contribute to social value in the evolving arts ecosystem.
