뉴스 기사 분석으로 본 돌봄로봇에 대한 사회적 담론

Social Discourse on Care Robots: An Analysis of News Articles

본 연구는 4차 산업혁명 시대를 맞이하여 사회 전반에 도입되고 있는 돌봄로봇에 대한 사회적 담론을 탐색하고자 하였다. 돌봄 인력 부족과 고령화의 심화로 인해 기술 기반 돌봄의 필요성이 제기되면서 돌봄로봇은 대안적 기술로 주목받고 있다. 본 연구는 2017년부터 2025년 5월까지 보도된 223건의 뉴스기사를 분석하여 돌봄로봇에 대한 언론 보도의 양상과 담론 형성 과정을 고찰하였다. 연구 결과, 돌봄로봇 관련 뉴스는 중앙정부, 지방정부, 공공기관, 민간기업, 교육기관 등 다양한 주체에 의해 홍보성 보도의 형태로 이루어지고 있었으며, 돌봄로봇 산업의 가능성과 기술적 진보에 대한 긍정적인 내용이 지배적으로 나타났다. 반면, 돌봄 기술의 실제 수용성, 윤리적 쟁점, 사용자 경험에 대한 비판적 내용은 미흡하게 다루어지고 있었다. 이러한 일방적 담론 구조는 기술에 근거한 돌봄에 대한 사회적인 기대를 확산시켜 정부 차원의 대규모 예산투자를 정당화하는 등의 역할을 하게 된다. 향후 기술 기반 돌봄정책은 사용자 중심성과 인간돌봄의 본질을 동시에 고려하는 방향으로 나아갈 필요가 있음을 주장하였다.

This study explores the social discourse surrounding care robots, which are increasingly being introduced across various sectors in the era of the Fourth Industrial Revolution. With the growing shortage of care workers and the intensifying challenges of population aging, technology-based care—particularly care robots—has emerged as a promising alternative. By analyzing 223 news articles published between 2017 and May 2025, this study examines how media narratives on care robots have been constructed and disseminated. The findings reveal that news coverage is largely promotional in nature, driven by diverse stakeholders including central and local governments, public institutions, private companies, and educational organizations. These reports predominantly highlight the technological advancements and industrial potential of care robots. In contrast, critical perspectives on issues such as user acceptance, ethical concerns, and actual user experiences remain insufficiently addressed. This unidirectional discourse contributes to the expansion of public expectations for technology-driven care and serves to legitimize large-scale government investments. The study argues that future care policies based on advanced technologies must take into account both user-centered approaches and the fundamental values of human caregiving.
