데이터를 활용한 증거기반 교육정책 활성화 방안 탐색: 서울교원 통계 데이터 활용을 중심으로

Exploring Strategies to Activate Evidence-Based Education Policy Using Data: Focusing on Seoul Teacher Statistics

본 연구는 서울특별시교육청의 교원 통계 데이터를 활용한 증거기반 교육정책 활성화 방안을 탐색하기 위해 수행되었다. 이를 위해 주요 기관별 이용 가능한 교원 데이터의 종류를 조사·분석하고, 활용 방안을 제시하였다. 또한, 전문가 인터뷰를 통해 증거기반 교육정책 활성화 방안을 도출하였다. 연구 결과, 교원 데이터는 교육청에서 직접 수집하는 1차 자료와 외부에서 수집한 2차 자료로 구분되었으며, 각 자료를 분석하여 그 결과에 대한 전문가 타당화 과정을 거쳐 최종 활용 방안을 제시하였다. 증거기반 교육정책 활성화를 위해 데이터 전담조직 구성, 증거기반 의사결정 체계 강화, 데이터 통합관리 시스템 개발, 데이터 이용의 편의성 및 적시성 제고, 신규 데이터 발굴 및 데이터 간 연계 등의 방안을 제안하였다. 본 연구의 결과는 교원 정책 수립의 기반 자료로 활용될 수 있을 뿐만 아니라, 교육정책의 실효성 제고에도 기여할 수 있을 것으로 기대된다.

The study analyzed the types and utilization methods to promote evidence-based educational policy through the use of teacher data. Specifically, it was investigated the types of teacher data available in Seoul Metropolitan Office of Education and developed strategies to leverage this data for promoting evidence-based policymaking. The research employed a mixed-methods approach combining literature review and expert interviews. The results showed that teacher data can be classified into primary data collected directly by the educational institutions and secondary data collected externally, and presented methods for their analysis and utilization. To activate evidence-based education policy, the study suggested establishing a dedicated data organization, strengthening evidence-based decision-making systems, developing an integrated data management system, improving data accessibility and timeliness, and discovering new data and linking between datasets. This study can be used as basic literature for in-depth understanding of teacher policies and establishing effective policies.
