Study on the Introduction of Qualifications for Immigrant Multicultural Family Counselors

이민다문화가족 상담사의 경제적·사회적 지위 향상과 국가의 사회복지발전에 이바지할 수 있도록 이민다문화가족 상담에 대한 개념과 전문자격증화의 필요성을 논증하는데 목적이 있다. 연구과정은 이민다문화가족상담에 대한 근거기반 문헌연구를 바탕으로 하였으며, 국가가 공인하는 자격제도와 이민다문화가족 상담서비스로 자리 잡기 위한 법제 분석과 이민다문화가족 상담사 자격제도의 현황과 문제점을 분석하였다. 다문화가족지원법에서 규정된 가족센터 이외의 상담전문 기관에서 이민다문화가족이 전문적으로 상담을 받을 수 있도록「정신건강복지법」,「다문화가족지원법」,「다문화사회전문가」등에 근거한 자격을 취득한 전문가에게 ‘이민다문화가족 상담사’ 의 응시자격을 제안한다. 이를 통해, 이민다문화가족이 최소한의 인간다운 삶에서 인권침해와 차별, 억압 등의 심리·정신적 어려움으로부터 건강한 삶을 보호해주기 위해 기본권 보호의무를 가진다. 따라서, 현재 직면하고 있는 이민다문화가족의 정신건강과 사회문화적응 증진을 위한 심리상담의 한 분야로 인정할 수 있도록 자격제도의 법제화가 필요하다. 이에 본 연구는 전문분야의 상담서비스로서의 이민다문화가족 상담을 효율적으로 운영하여 가족상담을 받을 수 있는 법적 제도를 마련하고 활성화 및 자격제도 도입방안을 제시하고자 한다.

The purpose is to argue the necessity of the concept and professional qualification of immigrant multicultural family counseling so that it can contribute to the improvement of the economic and social status of immigrant multicultural family counselors and the development of national social welfare. The research process was based on a literature review on evidence-based immigrant multicultural family counseling, and analyzed the legal system for establishing a nationally recognized qualification system and immigrant multicultural family counseling service, as well as the current status and problems of the qualification system for immigrant multicultural family counselors. In order for immigrant multicultural families to receive professional counseling at counseling specialized institutions other than the family center stipulated in the Multicultural Family Support Act, it is proposed that experts who have acquired qualifications based on the “Mental Health and Welfare Act,” “Multicultural Family Support Act,” and “Multicultural Social Experts” be eligible to apply for the “Immigrant Multicultural Family Counselor” exam. Through this, immigrant multicultural families have a duty to protect their basic rights in order to protect them from psychological and mental difficulties such as human rights violations, discrimination, and oppression in order to live a healthy life with a minimum level of humanity. Therefore, it is necessary to legislate a qualification system so that it can be recognized as a field of psychological counseling for the promotion of mental health and sociocultural adaptation of immigrant multicultural families currently facing. Accordingly, this study aims to establish a legal system for receiving family counseling by efficiently operating immigrant multicultural family counseling as a specialized counseling service and to suggest a plan for activation and introduction of a qualification system.
