사례관리 표준실천지침 개정 연구

A Study on the Revision of the Standard Guidelines for Case Management Practice

본 연구는 최근 사례관리 실천 현장의 변화에 대응하여, 2016년 제정된 기존「사례관리 표준실천지침」이 현재의 지역사회중심 실천 환경과 사례관리 전문성을 보다 적절히 반영할 수 있도록 사례관리 표준실천지침의 내용을 개정하는 것에 관한 것이다. 이를 위해 전문가 자문회의, 문헌조사, 델파이조사, 설문조사, 개정안 인증회의를 실시하여 사례관리 표준실천지침 개정안의 최종 내용을 확정하였으며, 주요 연구방법은 3차에 걸쳐 실시된 델파이조사이다. 1차, 2차, 3차로 실시된 델파이 조사에는 학계와 현장의 사례관리 전문가 총 25명이 참여하였다. 1차 델파이조사는 전문가집단의 의견을 서술하도록 하는 개방형 질문지를 사용하여 조사가 이루어졌고, 내용분석을 통해 연구결과를 분석하였다. 2차와 3차 델파이조사에서는 개정안의 내용을 구성하여 각 항목에 대한 동의수준을 질문하는 조사를 실시하였으며, 조사결과는 내용타당도(Content Validity Ratio, CVR) 값의 산출을 통해 각 항목의 수용 여부를 판단하는 것으로 분석하였다. 델파이조사에 대한 분석결과를 바탕으로, 인증회의와 2024년 한국사례관리학회 추계학술대회 참여자 105명을 대상으로 구성된 문항들에 대한 동의수준을 질문하는 설문조사를 실시하여 최종 개정안을 확정하였다. 연구결과 사례관리 표준실천지침 개정안은 최종적으로 활용가이드 7개, 실천지침 32개 항목으로 구성되었다. 본 개정안은 향후 사례관리 실천현장의 전문성 향상과 수행되는 사례관리의 질적 수준을 보장하기 위한 기본 지침으로서 의미있게 활용될 수 있을 것이다.

This study aimed to revise the Standard Guidelines for Case Management Practice (2016) in response to shifts in the practice environment and evolving demands for professionalism in community-based social welfare services. The research process incorporated multiple stages: expert consultations, a review of relevant literature, three rounds of Delphi surveys, a post-Delphi field survey, and a validation session. Twenty-five case management experts from both academia and the field contributed to the Delphi process. In the first round, open-ended responses were analyzed using qualitative content analysis. The second and third rounds assessed agreement on structured items using a five-point scale, and the Content Validity Ratio (CVR) was applied to determine item inclusion. A follow-up survey of 105 practitioners was conducted at the annual conference of the Korea Academy of Case Management to gauge field consensus. As a result, the revised guidelines include 7 items under a utilization guide and 32 items under practice standards. These revised guidelines are expected to serve as a foundational framework to enhance the quality, consistency, and professionalism of case management practice.
