시도교육청의 다문화교육 정책 현황 분석

Mapping Multicultural Education Policies of Korea’s Regional Offices of Education: A Focus on Current Status and Regional Contexts

본 연구는 전국 시․도교육청의 다문화교육 정책 현황을 분석하여, 정책의 보편성과 지역별 특수성을 메타적 관점에서 조망하는 데 목적을 두었다. 이를 위해 먼저, 각 지역의 이주배경학생 분포 특성을 살피고, 시․도교육청별 다문화교육 지원 계획 문서를 질적 내용분석 방법을 적용하여 분석하였다. 분석 결과, 각 시․도교육청은 중앙정부의 권고를 바탕으로 ‘이주배경학생 맞춤형 교육’, ‘다문화 감수성 교육’, ‘다문화교육 지원 체계’ 등의 세 가지 주요 추진과제를 공통적으로 수립하면서도, 이주배경학생의 분포 특성 등 지역적 여건과 교육적 요구에 따라 정책의 범위와 실행 방법 등에서 차이를 보이고 있었다. 연구 결과를 바탕으로 정책 범위, 실행 방식, 지역 맞춤 전략 등을 통해 다문화교육 정책의 실효성을 높이기 위한 방안을 논의하였다.

This study aimed to analyze the current status of multicultural education policies across Regional Offices of Education in South Korea, focusing on both their general characteristics and region-specific variations from a meta-perspective. The analysis considered the distribution of students from immigrant backgrounds in each region and conducted a qualitative content analysis of the multicultural education support plans. The results indicated that while all offices established policies based on the Ministry of Education’s guidelines, notable differences were observed in policy scope and implementation strategies. Based on these findings, the study discussed ways to enhance the effectiveness of multicultural education policies, by considering policy coverage, implementation approaches, and regionally tailored strategies.
