중국 혁신창업교육 정책의 변동과정 분석

An Analysis on the Change Process of Innovative Entrepreneurship Education Policy in China

중국 혁신창업교육 정책의 발전은 국가가 혁신창업교육 시스템을 지속적으로 개선하고 발전시키는 과정을 거쳐왔다. 본 연구는 2002년부터 2022년까지의 이러한 중국 혁신창업교육 정책의 변동과정을 분석하였다. 중국 혁신창업교육 정책은 세 가지 주요 단계로 나누어진다. 개척 단계는 2002년부터 2007년까지이 다. 이 시기의 정책은 대학생 취업 압박을 해결하는 데 중점을 두었다. 특히 시범대학 선정, SYB/KAB 과정 도입 등을 통해 창업교육 실행을 시작하는 등 초기 정책 프레임워크를 구축하였으나, 체계성은 부족하였다. 공식 확립 및 전면 발전 단계는 2010년부터 2014년까지이다. 이 시기에는 “혁신창업교 육” 개념이 공식적으로 제시되었고, 정책의 초점은 제도를 세분화하는 것이었다. 특히, 교과시스템에 학점 관리, 실습기지 구축, 교수진 전문 훈련 등을 포함시키며, 교육과 전문 분야의 융합을 촉진하였다. 심화 발전 단계는 2015년부터 2022년까지이다. 이 시기의 정책은 질적 향상과 다원적 협업에 집중하였 다. 특히 “쌍창(大衆創業 萬衆創新)” 업그레이드, 시범대학 인증, 산학 연계 메커니즘 등을 통해 “정 부-고등교육기관-기업” 협동교육 시스템을 구축하여 혁신창업교육을 전문화되고 생태화된 방향으로 발전시켰다. 중국 혁신창업교육 정책의 발전 과정은 단일한 정책 탐색에서 다원화된 정책 체계 구축으로의 변화를 보여주며, 정책 시행은 개별 수준의 교육 지원에서 전체적인 혁신창업 생태계 구축으로 전환되어 혁신 창업교육의 발전을 촉진하였다. 향후 사회의 요구와 시장 환경의 변화에 따라 정책의 추가적인 최적화와 혁신은 중국 혁신창업교육의 지속적인 발전을 촉진하는 핵심 요소가 될 것이다.

The development of China's innovative entrepreneurship education policy reflects the process of the state continuously improving and developing the innovative start-up education system. This study analyzed the process of change in China's innovative entrepreneurship education policy from 2002 to 2022. China's innovative entrepreneurship education policy is divided into three main stages. The pioneering stage is from 2002 to 2007. The policy during this period focused on addressing the pressure to find employment for college students. The formal establishment and full development stage is from 2010 to 2014. During this period, the concept of "innovative entrepreneurship education" was officially presented, and the policy focus was to subdivide the system. The phase of in-depth development is from 2015 to 2022. Policies during this period focused on qualitative improvement and pluralistic collaboration. In particular, innovative entrepreneurship education was developed in a specialized and ecological direction by establishing a "government-higher education institution-company" cooperative education system through "dual chang(Let's start a large group of people and work on creation and innovation)" upgrade, pilot university certification, and industry-academia linkage mechanisms. The development process of China's innovative entrepreneurship education policy shows a change from a single policy search to establishing a diversified policy system, and policy implementation shifted from individual level education support to establishing an overall innovative entrepreneurship ecosystem to promote the development of innovative entrepreneurship education. In accordance with the needs of society and changes in the market environment in the future, further optimization and innovation of policies will be a key factor in promoting the continuous development of innovative entrepreneurship education in China.
