UNESCO 글로벌 학습도시 네트워크 중기전략(2025-2030)분석: 비판적 고찰을 통한 한국 평생학습도시 정책의 시사점

Analysis of the UNESCO Global Network of Learning Cities (GNLC) Medium-Term Strategy (2025-2030): Critical Reflections and Policy Implications for Korea’s Lifelong Learning Cities

본 연구는 UNESCO 글로벌 학습도시 네트워크(Global Network of Learning Cities, GNLC)의 중기전략(2025-2030) 보고서를 심층적으로 분석하고, 이를 비판적으로 고찰함으로써 한국 평생학습도시 정책에 대한 시사점을 도출하였다. GNLC는 지속가능발전목표(Sustainable Development Goals, SDGs) 달성을 위한 전략으로 ▲ 학습도시 역량 강화, ▲ 학습도시의 데이터 및 모니터링 체계 구축 및 리더십 강화, ▲ 다자간 협력 강화 등 세 가지 전략적 우선순위를 제시하였다. 본 연구는 이러한 전략에 기초하여 한국 평생학습도시 정책의 발전 방향을 제안하고, 국제 정책 담론과의 연계성을 강화할 필요성을 강조하였다. 향후 연구에서는 해당 전략의 실행과정과 성과에 대한 지속적인 모니터링과 평가를 통해 학습도시의 지속가능한 발전을 위한 학문적 논의를 더욱 심화할 필요가 있다. 본 연구가 국내 평생학습도시 정책 실무자 및 관계자들에게 전략적 통찰을 제공하고, GNLC 중기전략 보고서에 대한 이해와 활용에 유용한 기초 자료로 활용되기를 기대한다.

This study provides an in-depth analysis of the UNESCO Global Network of Learning Cities (GNLC)'s Medium-Term Strategy(2025-2030) and presents a critical review to identify implications for Korea's lifelong learning city policies. The UNESCO Global Network of Learning Cities (GNLC)'s Medium-Term Strategy outlines three strategic priorities for achieving the Sustainable Development Goals (SDGs): first, building the capacity of learning cities; second, improving data, monitoring, and leadership in learning cities; and third, strengthening multilateral collaborations. Based on these priorities, this study suggests a direction for the development of Korea's lifelong learning city policies and emphasizes the need for strengthened connections with global policy discourse. Future research should continuously monitor and evaluate the implementation process and outcomes of these strategies to deepen academic discussions on the sustainable development of learning cities. This study is expected to provide strategic insights to Korean policymakers and stakeholders and serve as a valuable foundation for effectively understanding and applying the GNLC Medium-Term Strategy.
