미국 교원단체의 교권보호체계 비교 연구 -미국교사연맹과 전미교육협회의 사례를 중심으로-

Comparative Analysis of Teachers' Rights Protection of U.S. Teachers' Unions -Focusing on the Cases of the American Federation of Teachers and the National Education Association-

본 연구는 미국의 대표적인 교원단체인 미국교사연맹과 전미교육협회의 교권보호방안을 비교분석하여 현재 한국 교육현장에서 교사의 권리를 신장시킬 방안을 제언하는 것을 목적으로 한다. 이를 위해 미국교사연맹과 전미교육협회가 발간한 각종 공식 문서를 기반으로 하여 비교분석의 틀을 설정하였으며, 이를 기반으로 교원단체의 교권보호체계를 세분화하여 분석하였다. 분석 결과, 미국 교원단체에서는 교사의 권리를 추상적 개념이 아닌 구체적 제도와 문서를 통해 체계화하고 있으며, 교사의 전문성 개발 역시 권리로 간주하여 AFT는 연방 지원 전문 프로그램, NEA는 마이크로 자격증 제도를 운영 중이다. 또한, 교사를 노동자이자 전문직 종사자로 정의하여 교사의 역량 개발을 개인 책임이 아닌 공공의 지원 영역으로 보고 체계화된 교육 시스템을 제공하고 있다. 결론적으로, 미국 교원단체에서는 교사를 민주적 가치의 실천자로 간주하고, 논쟁적 주제 교육도 지지하며 교육 공간의 다양성을 중시하고 있다는 점에서, 한국 교원단체도 교권을 구조화하고 정책 대응 및 전문성 개발 체계를 강화할 필요가 있음을 제언하였다.

The purpose of this study is to comparatively analyze teacher protection plans of two major teacher unions of the United States, the American Federation of Teachers and the National Education Association, and to propose ways to enhance teachers’ rights in the current education in Korea. To achieve this, we analyze official documents published by AFT and NEA and set up comparative analysis framework based on these documents, such as legal status, protections of teaching, protections of political activities, and professional development. This study finds out that both AFT and NEA tend to represent teachers’ rights and responsibilities as professional works in society in a concrete manner rather than in a comprehensive and abstract manner. Furthermore, they defin teachers as both workers and professionals, viewing the development of teachers’ competenticies as an area of public support rather than individual responsibilities, and provide a systematic system for self-development. In conclusion, this study suggests that Korean teachers’ unions have to reorganize details of teachers’ rights and strenthen policy responses to improve its professional development systems.
