‘쌍감’ 대 ‘방과 후' : 중국의 교육정책 비교 분석

‘Double reduction' vs ‘After-School' : A Comparative Analysis of China's Education Policy

이 연구는 중국의 쌍감 정책과 대만의 방과 후 정책을 비교 분석하여 중국의 방과 후 활동 개선 방향을 모색하는 것을 목적으로 하였다. 연구 방법으로는 문헌 분석을 통한 비교 연구법을 사용하였다. 연구 결과, 두 정책은 모두 사교육 과열과 교육 불평등의 해결을 목표로 하지만, 접근 방식에 차이가 있었다. 쌍감 정책은 사교육 과열로 인한 학생들의 숙제와 사교육 부담을 줄이기 위해 사교육 규제와 공교육 내실화를 통해 추진되었다. 한편, 방과 후 정책은 치열한 입시 경쟁과 높은 사교육 의존도에서 비롯되었으며, 이를 해결 방안으로 추진하였다. 두 정책 모두 교육시스템의 문제점을 해결하고 학생들의 학습 환경을 개선하려는 공통된 목표를 가지고 있었다. 쌍감 정책은 사회적 합의를 통한 정책 추진과 시민들의 참여가 장점으로 작용하였으며, 방과 후 정책은 정부와 비영리 단체의 협력을 통한 다양한 서비스 제공과 다양한 프로그램 운영이 장점으로 도출되었다. 두 정책 모두 여전히 해결해야 할 문제와 한계가 존재하며, 이를 개선하기 위한 발전 방안이 필요하였다. 두 정책의 문제점을 비교 분석한 결과에 근거하여 발전 방안을 제언하였다.

This study aimed to explore directions for improving after-school activities in China by comparatively analyzing China's ‘Double Reduction’policy (双减政策) and Taiwan's after-school policy. The research method employed was a comparative study based on literature analysis. The findings revealed that while both policies target the common goals of mitigating excessive private education and addressing educational inequality, they differ in their approaches. The Double Reduction policy was driven by the aim to reduce students' homework and private tutoring burdens resulting from an overheated private education market, promoting private tutoring regulation and the strengthening of public education. In contrast, Taiwan's after-school policy emerged as a solution to fierce entrance exam competition and a high reliance on private tutoring. Both policies shared the common objective of resolving issues within the educational system and improving students' learning environments. Furthermore, the Double Reduction policy benefited from policy promotion through social consensus and citizen participation. Taiwan's after-school policy demonstrated strengths in providing diverse services and operating various programs through cooperation between the government and non-profit organizations. However, both policies still faced unresolved issues and limitations, necessitating development strategies for their improvement. The study analyzed these problems and limitations, offering suggestions for future policy enhancements.
