저출산시대, 늘봄학교 운영사례 분석을 통한 늘봄학교 질제고 방안 탐색

A Study on Plan for Improving the Quality of Neulbom School, through Analysis of the Operational Cases of Neulbom School, in the Age of Low Fertility

이 연구는 늘봄학교의 중요성을 바탕으로 저출산 해결을 위한 늘봄학교의 실질적인 질 제고 방안을 모색하는 데 목적이 있다. 초등돌봄의 새로운 모델인 늘봄학교 운영 현황과 문제점을 심층적으로 진단하고, 실제 정책자료와 현장 사례를 바탕으로 늘봄학교의 운영사례 및 선행연구 등 시도별 돌봄 우수사례를 통해 효과적인 늘봄학교의 질 제고방안을 제시하고자 한다. 이를 위해 늘봄학교 관련 학술지 소논문, 돌봄교실 관련 학위논문, 교육부 통계 조사자료 및 KEDI 보고서, 통계청 등의 데이터를 사용하여 늘봄학교의 운영실태와 현황, 운영사례를 비교분석 하였다. 연구결과, 늘봄학교의 성공적 정착을 위한 질 제고방안은 돌봄전담사의 전문성 제고와 처우개선, 수요자의 요구를 반영한 맞춤형 돌봄서비스 제공 그리고 무엇보다 지역사회 연계협력을 통한 인프라 구축이 늘봄학교 정책의 지속가능성을 담보하는 핵심요인임을 강조하였다. 늘봄학교는 학교라는 안정적인 공간에서 양질의 돌봄과 교육 프로그램을 제공함으로써 저출산 문제 해결의 핵심적인 대안으로 부상하고 있다. 본 연구는 사례분석을 토대로 늘봄학교 현장의 목소리를 담아냄으로써 향후 초등돌봄 정책의 발전을 위한 시사점 도출과 실천적 함의를 제공하는 데 의의가 있다.

The purpose of this study is to seek practical strategies for enhancing the quality of the Neulbom School as a key policy initiative to address Korea’s low birthrate. Based on the significance of Neulbom School as a new model of elementary after-school care, this study conducts an in-depth diagnosis of its current operations and challenges. By analyzing policy documents, field cases, and exemplary practices from different provincial education offices, as well as prior research, academic articles, dissertations, statistical data from the Ministry of Education, KEDI reports, and Statistics Korea, the study compares and evaluates the operational status and practices of Neulbom Schools. The results emphasize that improving the expertise and working conditions of care professionals, providing customized services that reflect user demands, and, most importantly, building infrastructure through community-based collaboration are the core factors to ensure the sustainability of Neulbom School policies. By offering high-quality care and educational programs in a stable school setting, Neulbom School is emerging as a crucial alternative for addressing the low birthrate problem. Through case analysis and incorporating voices from the field, this study provides significant implications and practical insights for the future development of elementary after-school care policies.
