학령인구 감소 시대, 지역 실용무용 교육 생태계의 위기와 재구성 방안: 광주·전남 사례를 중심으로

Crisis and Reconstruction of Regional Street Dance Education Ecosystems in the Era of Declining School-Age Population: A Case Study of Gwangju and Jeonnam

본 연구는 학령인구 감소와 수도권 집중이라는 구조적 위기 속에서 지역 실용무용 교육 생태계가 직면한 문제의 본질을 규명하고 지속 가능한 재구성 방안을 모색하고자 하였다. 이를 위해 광주·전남 지역의 대학교수, 학원 원장, 강사, 대학생 등 핵심 구성원을 대상으로 심층 인터뷰를 진행하고 정책 및 통계 자료 분석을 병행하였다. 연구 결과 지역 생태계의 위기는 교육 인프라, 인적 자원, 시스템 및 정책 측면에서 복합적으로 나타났다. 수도권과의 정원 격차, 강사 및 장르 다양성 부족, 우수 인재 유출, 성인학습자 비율 증가, 고립된 순환구조, 정책 소외 등이 주요 원인으로 드러났다. 나아가 변화에 소극적인 실용무용계 내부의 특성도 위기를 심화시키는 요인으로 확인되었다. 본 연구는 이러한 분석을 바탕으로 수도권 단순 모방이 아닌 ‘분산과 차별화’에 기반한 지역 생태계 재구성을 제언한다. 특히 왜곡된 외부 지원 체계의 혁신과 실용무용인의 직업적 인식 전환이 병행되어야 함을 강조한다. 이를 통해 실용무용 교육의 국가적 균형 발전을 위한 학술적·정책적 시사점을 제공하고자 한다.

This study aims to identify the core challenges faced by regional street dance education ecosystems amid a declining school-age population and growing centralization in Seoul. Focusing on the Gwangju and Jeonnam regions, it employs in-depth interviews with key stakeholders and analyzes relevant policy and statistical data. The findings reveal multidimensional crises involving infrastructure, human resources, and systemic exclusion. Key issues include enrollment imbalances, lack of diversity in instructors and genres, talent outflow, and limited policy support. Internal complacency within the local dance community also contributes to the stagnation. This study proposes decentralized and differentiated strategies rather than mimicking the capital region. It highlights the need for systemic reform and professional identity shifts to support balanced national development in street dance education.
