교육대학교 재정지원의 법적 근거에 대한 고찰

A Study on the Legal Basis of Financial Assistance of National University of Education

본 논문에서는 교육대학교의 재정건전성 확보를 위한 전략을 수립하기 위해 사전에 숙지해야 할 재정지원의 법적 근거에 대해 살펴보았다. 고등교육법, 국립학교설치령, 국립대학의 회계 설치 및 재정 운영에 관한 법률 및 시행규칙, 고등·평생교육지원특별회계, 지방대학 및 지역균형인재 육성에 관한 법률, 지역혁신중심 대학지원체계(RISE) 운영 규정, 대학 재정지원사업 관리운영에 관한 규정 등 모두 7가지로 각각의 조항과 의미, 실제 정책과의 연계성도 살펴보았다. 이러한 정보 제공을 통해 교육대학교 구성원의 법적 토대에 대한 인식을 고양하고 재정건전성 확보를 위한 실효성 있는 방안을 마련하는데 도움을 주고자 하였다.

In this paper, the legal basis for financial support was examined in terms of organizing information to secure the financial soundness of educational universities. There are seven types of higher education law and university accounting law, and the connection between each provision and meaning and actual policy was also examined. Through this, it was intended to help raise awareness of the legal basis of the university of education members and prepare effective measures to secure financial soundness.
