새로운 장애인 지역사회재활시설의 발생과 변화에 대한 탐색적 연구

An Exploratory Study on the Emergence and Changes of New Disability Community Rehabilitation Facilities

본 연구의 목적은 장애인 지역사회재활시설의 개념과 형태를 파악하고 새롭게 나타나는 유형을 고찰하여 지역사회재활시설의 변화와 발전방향을 모색하고자 하는 것이다. 지역사회재활시설은 탈시설화 관점에서 지역사회의 장애인의 재활을 지원하는 시설이다. 이론적으로 정상화, 탈시설화, 자립생활, 지역사회중심재활, 인권 등을 토대로 지역사회재활시설을 바라보는 관점의 변화를 촉진하고 있다. 장애인복지시설에서 지역사회재활시설은 다른 시설과 다르게 전문적이라는 개념을 내포하면서 상담, 치료, 훈련, 장애인의 일상생활, 여가활동, 사회참여 등의 내용을 포함하고 있다. 기존에 지역사회재활시설은 장애인복지관, 장애인 주간이용시설 등 총 9개의 유형으로 구성되어 있다. 최근에 흐름과 변화에 맞추어 협의의 개념으로서 법적인 정의를 할 수 있고 광의의 개념으로서 장애인 거주시설, 장애인 직업재활시설, 장애인권익옹호기관, 장애인 자립생활지원시설 등을 장애인 지역사회재활시설과 관련이 있는 시설로서 개념의 확장성을 인식할 수 있다.

The purpose of this study is to identify the concept and forms of community rehabilitation facilities, examine the newly emerging types, and explore the directions for the changes and development of community rehabilitation facilities. Community rehabilitation facilities are designed to support the rehabilitation of people with disabilities within the community from the perspective of deinstitutionalization. Theoretically, concepts such as normalization, deinstitutionalization, independent living, community-based rehabilitation, and human rights are promoting a shift in the perspectives on community rehabilitation facilities. Unlike other facilities in disability welfare, community rehabilitation facilities inherently embody a specialized concept, including services such as counseling, therapy, training, daily living activities for people with disabilities, leisure activities, and social participation. Traditionally, community rehabilitation facilities have been categorized into nine types, such as welfare centers for people with disabilities and day-care facilities. However, in line with recent trends and changes, these facilities can be legally defined in a narrow sense and, in a broader sense, we can recognize a close relationship and the conceptual expansion of community rehabilitation facilities with other types of institutions, such as residential facilities for people with disabilities, vocational rehabilitation centers, advocacy organizations for disability rights, and independent living support centers for people with disabilities.
