다문화교육 관점에서의 고려인의 난민성 탐색: 카타헤나 선언 난민 정의 적용

Exploring the Refugee Status of Koryo-saram from the Perspective of Multicultural Education: Applying the Cartagena Declaration Refugee Definition

본 연구는 고려인의 국적 회복의 당위성을 주장하고자 카타헤나 선언이 난민에 대해 포괄적으로 정의하고 있음에 현재 고려인의 선대들의 강제 이주된 상황을 모두 설명할 수 있다. 이에 고려인 강제 이주가 외부적 요인들에 의한 점진적·구조적 난민화로 고려인의 난민성을 역사적 사건들을 맥락으로 카타헤나 선언의 난민 정의에 적용하여 밝히고자 한다. 이를 통해, 고려인의 국적 회복을 주장함으로써, 심화되어 가는 다문화현상을 한국만의 방식으로 극복하고, 다문화주의 가치와 다문화사회통합의 목표를 이루어 가는데 그 방향을 제시하고자 함에 연구 의의가 있다. 이에 카타헤나 선언의 난민 정의가 정하고 있는 난민 발생의 구체적 상황들에 고려인의 강제 이주 된 역사적 배경을 시기별로 구분하여 이주하게 된 주요 원인을 키워드로 분석한 결과, 고려인은 국가 및 사회의 구조적인 문제로 난민임이 확인되었으며, 이는 과거의 일이 아님은 무국적자로 남아 있는 고려인들이 존재하기 때문이다. 이에 본 연구의 주장이 실현됨은 한국 다문화사회의 국제화와 난민 문제에 대한 새로운 인식과 이해의 폭을 넓히는 교육으로 연결됨은 세계시민의식 향상과 국제적 위상에도 기여되는 바가 있을 것으로 이를 통해, 다문화교육의 발전도 기대된다.

This study argues for the restoration of Koryo-saram nationality. The Cartagena declaration's comprehensive definition of refugee fully explains the current forced migration of Koryo-saram forefather. This study aims to elucidate the gradual and structural displacement of Koryo-saram due to external factors, applying the Cartagena declaration's definition of refugee to historical events. By advocating for the restoration of the Koryo-saram nationality, this study aims to suggest a uniquely Korean approach to overcoming deepening multicultural phenomenon and to achieve multicultural values ​​and the eventual goal of multicultural integration. The study analyzes the historical background of Koryo-saram's forced migration, categorizing the specific circumstances of refugee occurrences as defined by the Cartagena declaration's definition of refugee. The analysis reveals that Koryo-saram are refugees due to structural problems in the state and society. This is not a historical phenomenon, as Koryo-saram still exist as stateless individuals. Accordingly, the realization of the argument of this study will lead to education that broadens the scope of awareness and understanding of the internationalization of Korean multicultural society and refugee issues, which will contribute to the improvement of global citizenship awareness and international status, and through this, the development of multicultural education is also expected.
