Various communication media which innovative change is given to a single sector or multiple sectors among the 4 categories of the conventional media such as newspapers and broadcasting, collection and creating of information, handling and processing of information, information transmission and information use, is defined as ‘New Media’, and mostly possess digitalization, integration of media, imaging, bidirectional and synchronization features. In 1980, TV based mass media approached to the public, PC communication based online era in the 1990s along with the emergence of DMB(Digital Multimedia Broadcasting) combined with mobile phones and TV, many people today are able to access media from anywhere. Despite 3 years time have passed since smart phones have been spread in 2009, it is known to be a huge number of population of 3,272 million are using smart phones. As the smart phones enabled free from constraints from time and space of PC and laptops, they satisfied people’s communication desire. Due to little opportunity of information exchange and communication with viewers because of strong one-directional media characteristics such as newspaper, radio and TV, the influence to form public opinion was exerted. However, along with the popularity of smart phones, the media which enabled bidirectional communication without the constraints of time and space, change of media characteristics changed simultaneously with the impact on people-it enabled many people to produce and share media by easy uploading of video files such as USS in websites. New media, rather than remaining as a media and means of transferring contents to the public, it connects communication with the public and the contents receivers and implies that it orients bidirectional communication rather than a one-way communication. Although a bidirectional TV has been released, the outcome came out to be continuous watching of TV programs and movies due to people’s watching instinct of TVs, and it could be known that smart phone and tablet PC users are utilizing the using time as information share and communication space. It was investigated that smart phones and tablet PCs provided diverse video media to the public relative to smart TV and IPIV through various contents, and it could be also known that reliability increased as normal citizens became producers and audiences due to development of video contents as bidirectional communication was enabled. It seems that the public access media contents and acquire and utilize information through generalized smart phones and tablet PCs. Moreover, it seems that the public would accept the vast information, new contents would be presented to the public by being integrated with other media and new media would develop.
