The Korean film industry has been growing with repeating the cycle of growth and recession. Currently, Korea's film industry, peaked in 2006, is entering into the down turn, facing a serious crisis. The purpose of this study is to examine the current situation of the Korean film industry, to analyze major factors causing the recession, and finally to find out a way out of recession mainly focusing on the secondary market. As the Korean film industry is entering into the path of drastic recession, it in turn is raising issues pertaining to its weak structure. Due to the decrease in the number of movie goers, production cost increase and revenue decease, the Korean film's profit structure is not sound, and this stagnation seems to continue for a while. Among various problems, collapse of the ancillary market is pointed out as the most serious problem. The profit share of the digital distribution of film content remains at 2% level despite the fact that the IPTV /digital cable market is growing fast thanks to the almost full penetration of the broadband. Furthermore, DVDNHS sales and rental market is dwindling fast. Therefore, revitalizing the secondary market seems quite essential in order to resolve the current crisis and to improve the profit structure. Above all, it is necessary to provide the open platform for the distribution of film content effectively. In particular, the open DRM platform model with limited roles presented in this paper can be leveraged to resolve long-held conflicts surrounding copyright violation and to convert to a trust-based market. This also can be leveraged to vitalize diverse derivative transactions that can help the secondary market of the film content to surpass the primary market.
