Public Broadcasting as public sphere: Study of the German Public Broadcasting and Public Broadcasting

This study analyzes the values and systems pursued by German public broadcasting, and the cases they are practicing to fulfill their role of forming a democratic public sphere. Through this, we examine the role of public broadcasting in forming a healthy civil society and its future direction. The main value system of the German public broadcasting system is mainly about guaranteeing freedom of the press, decentralizing broadcasting sovereignty to local governments, and prohibiting state interference in broadcasting. In addition, it states that the mission of public broadcasting is to fulfill the democratic, social, and cultural needs of society by acting as a medium and element in the process of forming free opinions and public opinion through the production and distribution of broadcasting materials. ARD pursues values such as universality of content, diversity encompassing the entire society, regionality representing each region, and independence through public funding, and implements independence and diversity from broadcasting content to the system, thereby striving to fulfill its mission as a democratic public sphere. The German public broadcasting system is not complete. However, I think it can be an exemplary example that has at least the basic framework of a democratic public forum, in that it is structured to maintain a horizontal structure between each broadcasting station through governance, and to perform its role as a public forum within the region through the Broadcasting Council, and that the Broadcasting Council, which is comprised of councilors representing each region and class, serves as the highest decision-making body within the broadcasting station.
