Recently, in the field of safety education, there is a trend to increase the educational effect of learners by using VR technology. Unlike existing media, VR is regarded as a medium that delivers a new experience to learners, so it is necessary to empirically identify what effects are considered in safety education using it and what factors increase it. In this study, we reviewed domestic and foreign studies that verified the effects of factors using VR safety education contents, and primarily organized factors and effects. And in order to understand the practical implementation plan of the conceptually defined factors, we investigated VR safety education contents currently in service. Finally, by receiving the expert group’s opinions, it was possible to rearrange the effects related to the characteristics of VR and to categorize and present specific factors. Through the results of study, it is thought that industry, academia, and research will give guidance on the effectiveness of detailed learning for VR safety education content research and production by providing an in-depth understanding of VR learners.
