국내 중소기업의 인적보안 역량 강화를 위한 정책 연구: 해외사례 벤치마킹을 중심으로

A Policy Study on Strengthening Personnel Security Capabilities of Korean SMEs: Focusing on Benchmarking of International Cases

본 연구는 대한민국 경제의 핵심 주체인 중소기업의 기술보호 역량을 강화하기 위한 실효성 있는 정책 방안을 모색하는 것을 목적으로 한다. 이를 위해 ｢중소기업 기술보호 수준 실태조사｣데이터를 심층 분석하여, 국내 중소기업이 공통으로 겪는 인적보안의 구조적 취약점을 ‘전문인력 부족’, ‘교육훈련 부재’, ‘관리 시스템 미비’라는 세 가지 핵심 과제로 도출하였다. 나아가 이러한 문제 해결을 위해 미국, EU, 일본, 영국의 선진 정책을 벤치마킹하여 인력 양성, 실용적 교육, 인센티브 기반 관리체계의 성공 요인과 정책적 함의를 분석하였다. 연구 결과, 기존 지원 정책의 한계를 극복하고 중소기업의 자발적 참여를 유도 하기 위해, 시스템 이론과 신제도주의 등 학술적 이론에 기반하여 정책 수단들을 유기적으로 연계하는 ‘인적보안 역량 강화 선순환 모델’을 최종적으로 제안하였다. 또한, 대표 유형기업 시뮬레이션과 국내 정책 환경과의 정합성 분석을 통해 제안 모델의 높은 실행 가능성을 제시하였다. 본 연구의 결과는 중소기업의 기술보호 수준을 실질적으로 제고하고, 국가산업 경쟁력 강화에 기여할 수 있는 이론적･실무적 시사점을 제공할 것이다.

This study aims to propose effective policy measures to strengthen the technology protection capabilities of Small and Medium-sized Enterprises (SMEs), the cornerstone of the Korean economy. Through an in-depth analysis of the “SME Technology Protection Survey,” this research identifies three core challenges in personnel security: a shortage of professional personnel, a lack of effective training, and inadequate management systems. To address these issues, this study benchmarks advanced policies from the US, EU, Japan, and the UK, focusing on workforce development, practical training programs, and incentive-based management systems. The findings confirm the necessity of an integrated framework grounded in academic theories such as Systems Theory and New Institutionalism. Consequently, this study proposes a “Virtuous Cycle Model for Strengthening Personnel Security Capabilities,” which organically links policy instruments to encourage voluntary participation and sustainable growth. Furthermore, it demonstrates the model’s high feasibility through a representative case simulation and an analysis of its compatibility with the domestic policy environment. The results provide theoretical and practical implications that can substantially enhance technology protection for SMEs and contribute to national industrial competitiveness.
